POSITION PURPOSE:

Streets Technician is part of a career progression model. Candidates will promote within the position based off of training and certifications obtained.

Streets Technician I: LTCU4: $3,151.95 - $4,309.80/monthly

Position Purpose

Assists with the general maintenance of the streets, drainage ways and right of ways including but not limited to: snow and ice control operations, asphalt patching, concrete forming and finishing, drainage way maintenance, culvert installation, storm grate maintenance, street sweeping, sidewalk and handicap ramp sweeping, street island cleaning, trash cleanup, hand mowing operations, string trimmer operations, weed spraying, dump truck operation.

Streets Technician II: LTCU5: $3,474.70- $4,751.13/monthly

Position Purpose

In addition to the duties of the Streets Technician I position, operates maintenance and construction equipment at the journey level. Completes maintenance of the streets, drainage ways and right of ways including but not limited to, snow and ice control operations, asphalt patching, concrete forming and finishing, drainage way maintenance, culvert installation, storm grate maintenance, street sweeping, sidewalk and handicap ramp sweeping, street island cleaning, trash cleanup, mowing operations, string trimmer operations, weed spraying, dump truck operation. Performs specialized work of moderate complexity.

Streets Technician III: LTCU6: $3,830.51- $5,237.64?/monthly

POSITION PURPOSE:

In addition to the duties of the streets technician's I and II positions, operates maintenance and construction equipment of all division equipment at the senior level. Completes maintenance of the streets, drainage ways and right of ways including but not limited to: snow and ice control operations, asphalt paving and patching, concrete forming and finishing, culvert installation, drainage way maintenance, storm grate maintenance, street sweeping, sidewalk and handicap ramp sweeping, street island cleaning, trash cleanup, mowing operations, string trimmer operations, weed spraying, dump truck operation. Performs specialized work of moderate complexity.

JOB FUNCTIONS / SCOPE OF AUTHORITY:

Streets Technician I:

ESSENTIAL JOB FUNCTIONS

Performs labor on programs including but not limited to snow and ice control operations, flooding, asphalt patching, concrete forming and finishing, culvert installation, drainage way maintenance, storm grate maintenance, street sweeping, sidewalk and handicap ramp sweeping, street island cleaning, trash cleanup, hand mowing operations, string trimmer operations, weed spraying, dump truck operation.

Utilizes appropriate personal protective equipment.

Responds to citizen/customer concerns and forwards to the appropriate crew member.

Operates, inspects and helps maintain assigned equipment and hand tools, including but not limited to shovels, picks, brooms, asphalt lutes, tandem axle dump truck with trailer, plate compactor, jumping jack compactor, jackhammer, string trimmers, chainsaws, backpack blowers, small pumps, demo saw, welder, portable pressure washer, and oxygen–acetylene torch. Occasional use of backhoe and front-end loader.

Performs shop and yard maintenance.

Responds to after hour emergencies within 30 minutes for snow and ice control operations, flooding and any other emergencies as needed or required.

Possession of and maintains a valid Colorado class A commercial driver licenses within six months of appointment.

Obtain NIMS certification within one year of appointment.

Obtain railroad certifications within one year of appointment.

Occasional on call shift.

Acts with the customer in mind, responds to requests promptly and provides effective services or solutions for customers.

ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES

Basic knowledge of public works and of street infrastructure construction, operation and maintenance.

Basic knowledge of city safety policies and procedures.

Basic knowledge of flagging and signing and coning procedures, obtain flagging certification within one year of appointment.

Basic knowledge in the use of equipment used to maintain street infrastructure.

Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.

Basic understanding of adapting and changing focus in order to meet customer needs.

Basic computer skills.

SCOPE OF AUTHORITY:

Receives direct supervision from a streets supervisor or the guidance of a streets foreman or streets technician IV. Fieldwork is completed under direct supervision. The streets supervisor establishes daily schedules and priorities. Detailed but easy to understand procedures cover all the duties. Sometimes needs guidance to handle irregular situations.

Financial Accountability:

Makes suggestions to supervisor for budget allocations pertaining to field operations. May purchase inventory and maintenance items using city procurement card as directed.

Streets Technician II:

ESSENTIAL JOB FUNCTIONS

Maintains street infrastructure including but not limited to such programs as snow and ice control operations, asphalt patching, concrete forming and finishing, drainage way maintenance, culvert installation, storm grate maintenance, street sweeping, sidewalk and handicap ramp sweeping, street island cleaning, trash cleanup, mowing operations, string trimmer operations, weed spraying, dump truck operation. Performs specialized work of moderate complexity.

Utilizes appropriate personal protective equipment.

Effectively communicates and interacts with all levels of personnel within the city in a positive, cooperative and professional manner.

Uses initiative and judgment as well as making decisions within the limited scope of assigned authority.

Addresses citizen/customer concerns and/or forwards to the appropriate crew member for more difficult situations.

Operates, inspects and maintains assigned equipment, including but not limited to the equipment for a streets technician I plus more frequent use of front-end loader, backhoe, asphalt roller, concrete saw, hydro-tamper, slope and industrial mowing tractors, truck trailer, forklift, gator, sidewalk sweeper, and skid-steer, portable arrow board.

Informs streets supervisor, streets foreman, streets technician IV or street technician III of repair needs on equipment.

Performs shop and yard maintenance.

Responds to after hour emergencies within 30 minutes for snow and ice control operations, flooding and any other emergencies as needed or required.

Demonstrates a respectful attitude towards customers and coworkers that promotes teamwork, open communication, and effective customer service.

Gives job site direction to assigned co-workers in the field and maintains streets infrastructure including but not limited to such programs as: snow and ice control operations, asphalt paving and patching, concrete forming and finishing, culvert installation, drainage way maintenance, storm grate maintenance, street sweeping, sidewalk and handicap ramp sweeping, street island cleaning, trash cleanup, mowing operations, string trimmer operations, weed spraying, dump truck operation.

Communicates with streets supervisor and/or streets foreman to discuss work assignments.

Utilizes appropriate personal protective equipment.

Assists in field training including safety, equipment operation and maintenance procedures.

Experienced in the use of written and verbal communication skills.

Experienced with effectively communicating and interacting with all levels of personnel within the city in a positive, cooperative and professional manner.

Uses initiative and judgment as well as making decisions with the scope of assigned authority.

Addresses and handles citizen/customer concerns in a timely, professional manner, and/or forwards to the appropriate personnel or supervisors for more difficult situations.

Operates, inspects and maintains assigned equipment, including but not limited to the equipment for Streets Technician's I and II positions plus competent use of the front-end loader, backhoe, street sweeper, paver, patch truck and distributor truck.

Monitors material inventory and recommends supply levels.

Possession of and maintains a valid Colorado class A commercial driver license.

Possession of and maintains NIMS certification.

Possession of and maintains railroad certifications.

Streets Technician I:

WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:

The work environment/physical activities described here are representative of those an employee encounters while performing the essential functions of the job.

Work is primarily performed in an outdoor environment with very high noise levels. Physical effort and activities include: strenuous physical work. Constant standing, walking, communication, use of hands, and reaching. Frequent stooping, kneeling, crouching, and crawling. Must be able to access underground vaults, manholes and structures. Close focus on details at a distance close to eyes. Visual acuity to operate machinery, to operate motor vehicle or heavy equipment, make general observations or inspections. Heavy lifting, pushing or pulling of objects up to 100 pounds occasionally and/or up to 50 pounds frequently. Constant exposure to moving mechanical parts, fumes, airborne particles, extreme heat, and extreme cold. Frequent exposure to vibration and high traffic areas Exposure to adverse weather conditions, vehicle traffic, automobile fumes, toxic gases, flammable materials, confined spaces, blood borne pathogens, and dust, noise and dangers of working around construction sites.

MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE):

High school diploma or GED equivalency. Required to obtain proficiency in the operation of all hand tools and light equipment listed under field duties and responsibilities, but not including the loader or backhoe to successfully complete probation. Required to possess a valid Colorado class A commercial driver license within six (6) months of appointment.

Streets Technician II:

MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE):

Possession of and maintains a valid Colorado class A commercial driver license. Possession of and maintains NIMS. certification. Possession of and maintains railroad certifications. High school diploma or GED equivalency plus two (2) years public works construction and maintenance experience. Requires the following at time of appointment: demonstrated proficiency in the operation of all equipment listed under the streets technician I job requirements as well as the asphalt roller, concrete saw, hydro-tamper, slope and industrial mowing tractors, tack trailer, forklift, and skid-steer, sidewalk sweeper, gator, portable welder, arrow board trailer.

Streets Technician III:

High school diploma or GED equivalency plus three (3) years public works construction and maintenance experience and 36 hours of coursework in the Colorado LTAP. Requires the following at time of appointment: demonstrated proficiency in the operation of all the equipment for a streets technician I and streets technician II plus competent use of the front-end loader, backhoe, street sweeper, patch truck and distributor truck.
