Program Supplier Manager will lead a team of direct reports, indirect reports and any matrixed personnel. The PSM is responsible for total supplier performance, total materials budget, and all subcontracts, agreements and orders on given major programs or portions of programs as well establishing comprehensive material business plans, forecasts and strategies. The PSM will have a team of direct reports to lead and manage in facilitation of the positions responsibilities. The PSM and his/her team will ensure timely and accurate completion of all cost, schedule, technical, legal and contractual efforts defined in the agreements between each supplier and Sierra Space.

Primary Responsibilities:

  • Ensures delivery of supplier content that meet technical, quality, cost, and schedule requirements
  • Maintains budget authority for supplier content with accountability to the program manager; executes supplier contractual actions through warranted supply chain professionals in Procurement
  • Coordinates the activities of Program Management, Procurement, Supplier Quality Management, and other functions to establish and execute the supplier management plan. Identifies, mitigates and proactively identifies and resolves risks/issues to ensure all work products meet cost, schedule and technical requirements; forecasts demand and creates sourcing priorities for Procurement
  • Supports SNC proposal team to ensure supplier inputs and supplier proposals line up with objectives of SNC proposals to the customers, also is an active member of CCB/MRB/FRB for supplier-related content
  • Timely and thorough development, release, and maintenance of Statement of Work (SOW), Procurement Specification, SDRL drawings, interface control documents, software requirement documents, test plans/procedures, quality requirements, terms and conditions, payment terms, milestone payment plans, data and hardware deliverable requirements, and project/deliverable schedules
  • Reviews and approves all technical evaluations prior to submitting to supplier and leads the team in managing, storing and evaluating all data deliverables for compliance/completeness
  • Develops, maintains & reports supplier portion of product cost model that includes Non-Recurring Engineering, Prototypes, Qualification, Certification, Production & Sustainment costs
  • Lead supplier proposal development, release and evaluation including cost, technical and schedule. Assist fact-finding and negotiations. Ensures alignment of supplier payments with the program cash flow
  • Defines, establishes and maintains reporting requirements for relevant performance metrics. Presents status to various audiences including program management, subcontracts/procurement executive management and/or Corporate Vice Presidents
  • Ensures compliance with applicable policies/procedures/processes/instructions as well as any SNC specific policies/procedures/instructions required for employment and company performance


Compliance Responsibilities:
  • Responsible for thoughtful adherence to all Sierra Space Policies, Procedures, and Compliance regulations (internal and external)
  • Responsible for timely execution of all personnel-related activities such as Time Sheet completion, Performance Evaluations (Anniversary and Annual), Salary Reviews, Succession Planning, etc.
  • Responsible for leadership oversight and for ensuring Department/Team training


Must Haves:
  • Bachelor's Degree from an accredited University or College
  • 10+ years' experience in efforts similar to those outlined above including program management, engineering management, operations management, technical management, project management, subcontracts and/or contracts management, supply chain management & business management
  • Knowledge of program management and subcontract management techniques including procurement regulatory requirements; thorough knowledge of cost & schedule analysis; ability to engage with supplier executives
  • Approximately 25% travel on average, with extensive travel from time to time


Preferred:
  • MBA or technical/business related master's degree combined with technical or operations related undergraduate degree
  • Active Top Secret US Government Security Clearance
  • 5-10 + yrs of supply chain/operations/engineering focused program/project management in high tech product markets
  • Experience working in aircraft, aerospace, electronics, software and/or other high tech industries
  • Experience in multiple phases of product cycle to include prototyping, development, qualification, certification, LRIP (Low Rate Initial Production), FRP (Full Rate Production) and Sustainment
  • Experience with Risk and Opportunity Management, EVMS, ERP/MRP, Gate Reviews
  • Experience with space systems, satellites, space payloads/components, rocket motors, rocket thrusters, or space-based sensors

Estimated Starting Salary Range: $134,597.00 - $185,070.89

Sierra Space offers annual incentive pay based upon performance that is commensurate with the level of the position.
