Descriptive StatementThe Planner is an entry-level, non-exempt position under general supervision of the Director of Planning & Community Development, and general guidance/consultation from the Senior Planner. The Planner performs entry-level professional planning work to support the planning operations and functions of the Planning and Community Development Department including responding to inquiries from citizens and developers, reviewing and preparing reports for a variety of planning and land use cases, assists existing and prospective commercial developers with all local activities and approvals to assure applications are completed and approved through the development process in a streamlined and business friendly environment focusing on a team-oriented approach, and reviews residential, commercial building permits and sign permits. The Planner works to develop neighborhood plans and strategies to improve the stability and viability of older neighborhoods within the city. Work at this level is routine and moderately complex. This job description is an overview and is intended to describe the general nature and level of work being performed. It's not intended to be an exhaustive list of all the functions and tasks required of the position.Duties & ResponsibilitiesESSENTIAL FUNCTIONS:

Performs professional work in current and long-range planning.

Works cooperatively with prospective businesses, city departments and approval agencies to meet projected deadlines that assure the opening of new or expansion of existing businesses within the community.

Work includes interaction with applicants and referrals to various city departments, approval agencies, business and development organizations, and neighborhood organizations, and decisions for the Land Use Administrative Official.

Work includes the updating of neighborhood plans and strategies to improve the stability and viability of older neighborhoods within the city.

Provides "Planner of the Day" services on a regular basis including reviewing residential building permits and business license requests.

Responds to routine inquiries in person, by phone, and by e-mail from citizens and the development community related to land development procedures, regulations and development code requirements.

Analyzes and reviews development proposals or applications such as re-zoning requests, plats, minor subdivisions, architectural reviews, development permits, variance applications, building permits, and temporary use permits for compliance with appropriate planning principles, regulations, and policies.

Conducts field inspections to verify compliance with approved plans and conditions.

Prepares basic staff reports including the design of illustrative and graphic presentation materials and

Makes oral presentations to the Zoning Board of Appeals, Planning and Zoning Commission, Historic Preservation Commission, community interest groups, and City Council.

IMPORTANT FUNCTIONS:

May perform the duties of similar classifications of an equal or lower pay grade;

May perform duties related to research and evaluation of zoning code violations;

Assists in the resolution of routine and sensitive land use customer service issues;

Serves as a member of various boards/committees, as assigned;

DISTINGUISHING CHARACTERISTICS:This is the entry-level classification in the Planner series. The Planner is differentiated from the Senior Planner classification by the performance of the more routine tasks and duties assigned to positions within the series. The work completed by the Planner is observed and reviewed during both its performance and upon completion. The incumbent may have limited related work experience.PHYSICAL REQUIREMENTS:The physical standards an employee must meet in order to perform the essential job duties with or without a reasonable accommodation include, but are not limited to:Must have ability to lift and move files and supplies weighing up to 30 pounds, with or without accommodation. Work is sedentary and done in a seated position, but requires frequent moving about, standing, bending, kneeling, reaching or stooping to perform filing. Position requires the ability to input large amounts of data using repetitive motion on a frequent and prolonged basis. The incumbent must be able to hear all communication from customers and employees by telephone or in person, and use vision to work with written documents, forms, and to respond to employees and customers. May be required to perform site visits in inclement weather.Knowledge, Skills & AbilitiesThe position requires:

Have a basic understanding of the theory, principles, practices, and methods of current and long–range land use planning.

Skill and ability to work with diverse individuals and groups.

Ability to learn the policies, procedures and goals of the City of Pueblo and the department.

Possess strong written and verbal communication skills.

Skill in performing routine and moderately complex current and long range planning tasks.

Skill in reviewing zoning requests, plats, architectural reviews, development permits, and temporary use permits.

Skill in the safe and lawful operation of a motor vehicle.

Ability to work with and assist diverse individuals and groups including developers, architects, land planners, neighborhood groups, and the public with the development process, zoning issues, and planning matters.

Ability to analyze problems, understand different perspectives, recommend alternatives, issue findings, and recommend solutions.

Ability to use standard office equipment, computer equipment and software including word processing, data base management, spreadsheet applications, electronic mail and the internet.

Ability to contribute to the creation and maintenance of a highly functioning team.

Ability to work successfully with and provide good customer service to supervisors, other City employees, the public and other agencies and organizations and;

Ability to perform all the job duties in a safe manner.

Minimum QualificationsIn addition to the knowledge, skills and abilities listed above, this position requires the following:

A Bachelor's degree or higher education in Planning or a related field from an accredited college or university and six (6) months successful, related, paid work/internship experience and;

A valid driver's license by date of application and a valid Colorado driver's license within 30 days of hire.

Or;

A Master's degree in Planning or a related field from an accredited college or university and;

A valid driver's license by date of application and a valid Colorado driver's license within 30 days of hire.

WRITTEN EXAM:The written exam is scheduled for October 24, 2019.
