Position:
Perspecta has an immediate need in our Health Payer Segment for an ETL Developer to support the Centers for Medicare and Medicaid Services (CMS) Integrated Data Repository (IDR). The position is remote although a location close to Baltimore would be helpful. Ability to achieve Public Trust Clearance is required. Must be a US Citizen or a Green Card Holder who has worked in the US three out of the past five years.

The Integrated Data Repository (IDR) is the centerpiece of CMS' Enterprise Data Warehouse Strategy. The IDR responds to the Agency's critical need to have an integrated data environment that contains Medicare and Medicaid data (e.g. claims, beneficiary, provider, and plan data). The underlying technology of the IDR is an on-prem Teradata Enterprise Data Warehouse that is currently migrating to an AWS Snowflake Cloud Data Warehouse.

Position Overview: This position is for the CIO-SP3 Contract supporting the Integrated Data Repository Operations & Maintenance task order. The position requires the individual to analyze Medicare claims data and other sources of information for inclusion in Data Warehouse. It also requires ETL design, development and unit testing in support of Cloud migration and general ETL maintenance. The mission of this contract is to support CMS in efforts to maintain the Integrated Data Repository.




Key Responsibilities
  • Migrate ETL from on-prem Informatica to the cloud using Informatica DEI; convert Teradata BTEQ scripts to Python/SQL for execution in DEI;
  • Work with federal and contractor staff to identify ETL (extract, transform, load) requirements;
  • Create and update Interface Control Documents (ICDs);
  • Create ETL Functional specifications that document source to target mappings;
  • Follow established CMS standards for implementing Informatica ETL on an IDR database. These standards include, but are not limited to, enforcing referential integrity and following purgatory requirements;
  • Collaborate and coordinate with the other contract Government Task Leads as directed by CMS;
  • ETL Utilizing IDR staging tables while following CMS standards.
  • Become knowledgeable on the IDR Data Model
  • Apply developed subject matter knowledge to solve common and complex data issues within established guidelines and recommends appropriate actions.
  • Work on problems / projects of diverse complexity and scope.
  • Exercise independent judgment within generally defined policies and practices to identify and select a solution.
  • Utilize strong proven analytical ability and ability to solve problems independently

Qualifications

Requires 12 to 15 years with BS/BA or 10 to 13 years with MS/MA or 7 to 9 years with Ph.D.

Qualifications:
  • Experience with developing ETL streams using Informatica, Teradata;
  • Experience with SQL, Unix scripts, Python required;
  • Experience with "push down" functionality of Informatica to maximize performance;
  • Solid investigative skills to find root cause for ETL problems;
  • Strong data analytical skills;
  • Ability to identify and create detailed requirements;
  • Ability to create ETL specifications and create data mappings;
  • Ability to collaborate and coordinate with other contract Government resources;
  • Knowledge of AWS, Informatica DEI, DataBricks, and Snowflake extremely helpful
  • IDR experience a plus
  • US Citizen

Salary Minimum: $97,760.00
Salary Maximum:$209,019.20
