Operations (CG-912) located in Washington, DC.Learn more about this agencyResponsibilitiesYou will serve as a Contract Specialist located within the Office of
Contract Support responsible for all aspects of the contracting
transactions from initiation to recommendation of award for
off-the-shelf items or services that are available from numerous
sources, e.g., ship repair, maintenance and repair of real
property/facilities, construction, etc.Being a Coast Guard civilian makes you a valuable member of the
Coast Guard team. Typical work assignments include:
Reviewing requisitions and determining the appropriate method of
procurement.
Developing procurement plans by reviewing previous history,
market conditions, and specifications or technical data
packages.
Performing contract work through use of negotiation techniques,
i.e. negotiating changes to agreements; negotiating changes such
as extensions of delivery schedules, price adjustments, labor
hours, well-precedent modifications; and preparing
determinations and findings to fact relative to negotiations and
pricing action.
Conducting contract reviews to evaluate contractor’s
performance, and monitoring contractor activity to assure
compliance.
Performing work related to the termination of contracts and work
related to the contract post-award process.

in any field; OR at least 24 semester hours in any combination of
the following fields: accounting, business, finance, law, contracts,
purchasing, economics, industrial management, marketing,
quantitative methods, or organization and management.NOTE: The Defense Acquisition University (DAU) does not grant
Academic degrees; therefore courses completed at the DAU are not
creditable towards meeting the 24 semester hour requirement, in the
fields identified above, unless the course work has been evaluated
by an accredited institution recognized by the U.S. Department of
Education, and appears on a college or university transcript.IN ADDITION TO THE BASIC EDUCATION REQUIREMENT, THE FOLLOWING
ADDITIONAL EXPERIENCE AND/OR EDUCATION IS REQUIRED:Applicants for the GS-7 grade level must possess at least one full
year of experience (equivalent to at least the GS-5 level in the
Federal Service). Equivalent combinations of education and
experience are qualifying for all grade levels for which both
education and experience are acceptable. 1 full year of Graduate
Education is also qualifying. To qualify for GS-1102 positions on
the basis of graduate education, graduate education in one or a
combination of the following fields is required: accounting,
business, finance, law, contracts, purchasing, economics, industrial
management, marketing, quantitative methods, or organization and
management. You can also qualify for the GS-7 based on Superior
Academic Achievement through one of the following methods: (1)class
standing; (2)grade-point-average (a) 3.0 or higher out of a possible
4.0 or (b) 3.5 or higher out of a possible 4.0 . Note - For
positions at GS-7 through GS-12, applicants who are qualifying based
on experience must possess at least one year of specialized
experience at or equivalent to work at the next lower level, that
provided the knowledge, skills, and abilities to perform
successfully the work of the position, in addition to meeting the
basic requirements in paragraph A or B, above. Exceptions: Employees
in GS-1102 positions will be considered to have met the standard for
positions they occupy on January 1, 2000. Employees who occupy
GS-1102 positions at grades 5 through 12 will be considered to meet
the basic requirements for other GS-1102 positions up to and
including those classified at GS-12. This includes positions at
other agencies and promotions up through grade 12. However,
employees must meet specialized experience requirements when seeking
another position.Applicants for the GS-9 grade level must possess at least one
full year of experience (equivalent to at least the GS-7 level in
the Federal Service) serving as a contract specialist responsible
for all aspects of contracting transactions from initiation to
recommendation of award for off-the-shelf items or services;
reviewing requisitions and determining the appropriate method of
procurement; developing procurement plans reviewing previous
history, market conditions, and specifications or technical data
packages; recommending actions when the contractor is not in
compliance with contract provisions; and conducting contract reviews
to evaluate contractor performance. OR, or 2 full academic years of
progressively higher level graduate education, or a masters or
equivalent graduate degree in accounting, business, finance, law,
contracts, purchasing, economics, industrial management, marketing,
quantitative methods, or organization and management.National Service Experience (i.e., volunteer experience): Experience
refers to paid and unpaid experience, including volunteer work done
through National Service programs (e.g., Peace Corps, AmeriCorps)
and other organizations (e.g., professional; philanthropic;
religious; spiritual; community, student, social). Volunteer work
helps build critical competencies, knowledge, and skills and can
provide valuable training and experience that translates directly to
paid employment. You will receive credit for all qualifying
experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment
