Qualifications

  • At least ten (10) years of applicable intelligence and leadership experience plus a Bachelors degree OR 13+ years of applicable experience in lieu of degree.
  • Significant experience leading teams of at least 10 people.
  • Experience in sensitive HUMINT collection and/or collection support roles.
  • Experience using reporting and reviewing tools and databases such as CHROME, HOT-R, and CRATE.
  • Possess the technical skills, knowledge, and experience to manage others and accomplish the work tasks with minimal to no oversight.
  • Possess contacts throughout the IC and a high level of subject matter expertise for HUMINT Collection Management.
  • Ability to multitask, prioritize tasks, and work under tight deadlines to complete the mission.
  • Have working knowledge and experience with the basic personal computer, Windows Operating System, and Microsoft Office Suite (Outlook, Word, Excel, PowerPoint).

Responsibilities

HUMINT Collections Manager Site Lead

Candidate must possess a current TS/SCI with polygraph or ability to pass a polygraph.

The CM Site Lead is a hybrid position within the contract, delivering SME-level technical knowledge and experience support sensitive defense HUMINT operations, while concurrently providing administrative and managerial oversight of an assigned team of contractors. The CM Site Lead will be responsible for a team of 8-15 CMs dispersed across multiple geographically aligned divisions performing CM functions. The Site Lead shall encourage and enhance standard best-practices, as well as share lessons-learned from across the organization. The position requires a high-level ability to balance daily personal tasks for an assigned regional office, with management and oversight of all CMs across the organization as assignd. Candidate must have direct experience supporting or conducting defense HUMINT operations.

Site Lead Tasks will include:
  • Act as primary liaison for all contractor CMs in assigned government service.
  • Mentors assigned contractor CMs; Maintains and shares best-practices.
  • Coordinate and provide support for in/out-processing of contractor personnel.
  • Review and coordinate travel and training requests prior to submission to the PM.
  • Conducts Brown Bag training sessions to establish and disseminate best practices.
  • Communicates significant issues and accomplishments to senior contract management
  • Provides consolidated monthly reports to the PM for all assigned personnel.
  • Ensures adherence to all applicable standards and processes.


HCM Duties will include:

  • Provide strategic support to sensitive Department of Defense HUMINT Operations.
  • Serve as a liaison between analytic and collection elements
  • Present collection management trends, issues, and reporting highlights as required
  • Provide guidance to globally positioned personnel.
  • Enforce intelligence reporting thresholds in accordance with Agency policy and directives.


General Job Description: Unlike other analysts in this job family, collection analysts focus more on how intelligence is collected rather than on the foreign intelligence issue itself. Evaluates which systems produce the most valuable and relevant information and identifies collection gaps. Documents the government or military's intelligence information needs and collection methods, and communicates them to other intelligence collector organizations. Advises senior decision makers on the application of assets, technical solutions, formulation of intelligence policy, and allocation of resources to effect the collection against the nation's foreign intelligence requirements. Provides support in areas such as Human Source Intelligence (HUMINT), Counter Intelligence Criminal Analysis, and Open Source Intelligence, including collection management, analysis and tasking. Applies expertise in counter terrorism, subversion, sabotage, and espionage threats posed by various entities within the area of operations; as well as familiarity with threat analysis, operations and related systems, such as the Migration Defense Intelligence Threat Data System (MDITDS), Intelligence Information Report (IIR) production, Virtual Counterintelligence/Human Intelligence Analysis and Processing System (VCHAPS). In carrying out these tasks, drafts memoranda and reports, works with sophisticated databases and computer systems, and participates in diverse committees and working groups.
