Assistant Secretary for Legislation, headquartered in Washington,

Reviews proposed legislation in assigned program areas,
including Medicare, Medicaid, Children's Health Insurance
Program (CHIP), or private health insurance programs, analyzing
such proposals in light of HHS and Administration policies and
objectives, distributes such proposals to other Departmental
components for their comment; gathers cost estimates for the
various proposals pertaining to assigned areas; formulate
position and issue papers for the consideration of the Assistant
Secretaries, the Deputy Secretary and/or the Secretary.
Has the ability to work with Congress, groups, and organizations
interested or involved with the Centers for Medicare & Medicaid
Services (CMS), the Children's Health Insurance Program (CHIP),
or private health insurance legislative and regulatory
activities e.g., pharmaceutical and biotech associations,
hospital associations, and other federal agencies.
Negotiates changes to legislative proposals which are acceptable
to involved or concerned departmental components; this process
involves resolving discrepancies or disagreement among component
offices and making recommendations thereon to senior staff and
obtaining external clearance or concurrence from the Office of
Management and Budget.
Drafts speeches and other summarizing materials for use by the
DAS, the Assistant Secretary, the Deputy Secretary and the
Secretary; prepares correspondence dealing with substantive CMS
programs and legislative matters for the signatures of these
same individuals, as well as for incumbent.
Advises top Department officials on the views of the Assistant
Secretary for Legislation on mandatory health policy and program
matters.

QualificationsAt the GS-12 Level:
Must have one year of specialized experience that is equivalent to
at least the GS-11 grade level in the Federal service that included
reviewing and analyzing proposed policies regarding the Medicare,

health insurance programs; producing written documents for
management including briefing materials legislative summaries, or
background papers; and serving as a liaison to Members of Congress

Must have one year of specialized experience that is equivalent to
at least the GS-12 grade level performing the following duties:

management including briefing materials legislative summaries, or
background papers; and serving as a liaison to Members of Congress

health insurance programs.Documenting experience: In accordance with Office of Personnel
Management policy, federal employees are assumed to have gained
experience by performing duties and responsibilities appropriate for
their official series and grade level as described in their position
description. Experience that would not normally be part of the
employee's position is creditable, however, when documented by
satisfactory evidence, such as a signed memorandum from the
employee's supervisor or an SF-50 or SF-52 documenting an official
detail or other official assignment. The documentation must indicate
whether the duties were performed full time or, if part time, the
"percentage of times" the other duties were performed. It is
expected that this documentation is included in the employee's
official personnel record. In order to receive credit for experience

level of your official position, you must provide a copy of the
appropriate documentation of such experience as indicated above.Experience refers to paid and unpaid experience, including volunteer
