The Associate Chief Counsel (Procedure and Administration) (PA) provides legal servicesrelating tofederal tax procedure and administration including legal issues arising out of the assessment and collection of federal taxes, bankruptcy, ethics, abatement, credits, refunds of federal taxes, judicial proceedings, and disclosure of Freedom of Information Act (FOIA) and Privacy Act matters.The following are the duties of theSupervisory Publication and Regulations Specialist at the GS-13 level. This list is not inclusive. Serves as a liaison between the Office of Chief Counsel, the Service and Treasury and the Office of Federal Register in resolving problems with documents submitted for publication in the Federal Register. Advises Office of Chief Counsel, Service, and Treasury executives, senior managers, and drafting attorneys on the requirements for publishing guidance in the Federal Register.Assesses and evaluates the impact of new or modified legislation and new rules and requirements for projected impact on the agency’s preparation and processing of documents and its effect on program’s goals, actions, and services. Makes recommendations for changes in different Chief Counsel Handbooks required by law, regulations, or the Office of Federal Register concerning the publication of documents.Assesses current processes for submitting documents to the Office of the Federal Register and takes the lead on automating processes previously submitted manually, works with the Office of Federal Register on accomplishing this process. Monitors and evaluates the computerized systems utilized in the completion of assignments within the branch and manages and implements guidance for use of these systems relating to publishing.Monitors the progress of document submitted for review, editing and correcting to ensure the timely filing and publication of each document.Plans and conducts management studies to assess the effectiveness and efficiency of the branch’s activities and programs. Revises work schedules and adjusts work loads appropriately to improve workflow and services rendered and ensure maximum productivity. Develops short and long-range planning goals involving utilization of resources and program objectives. Develops and conducts training that covers new procedures and changes that effect the processing of assignments.Ensures that new employees receive on-the-job or formal training and develops written instructions of methods and procedures for processing work. Participates in the development of any new position descriptions. Establishes performance standards and prepares formal written evaluations of subordinates' job performance annually.
