specialist assists the Capitol Grounds and Arboretum Facility

Managers and Landscape Architect with operation, maintenance and

preservation of the Capitol grounds.The specialist is considered essential during emergencies and uses a

Supervisory Facility Manager for all issues related to facilities

management, operations and maintenance, utilities management,

quality assurance and maintenance contract compliance.Must possess a valid state motor vehicle operator's license.MAJOR DUTIES, quoted at GS-12 include:Facility and Grounds Management

Using the Facilities Condition Assessment, Cultural Landscape

Reports and other inspections, WebTMA analysis and client input,

the specialist develops program requirements to perform

preventive maintenance, scheduled and unscheduled work and

facility sustainment. The program shall address short and

long-term needs, unusual problems or concerns affecting facility

maintenance and annual client “call for work” projects.

Develops a storm Water Management plan with Planning and Project

Management (PPM) to identify and clean trunk lines on campus

coordinating findings with PPM for District of Columbia Water to

make final repairs of their owned property.

Serves as the jurisdiction primary lead for the AOC Dig Safe

permit program. Works with CGA shops to identify dig needs,

ensure safety and environmental protocols are in place with the

CGA safety officer. Coordinates notification, reviews utility

drawings and works with PPM, Office of Security Programs (OSP),

Safety, Fire and Environmental Programs (SFEP) and other

partners to ensure no excavation conflicts exist. Utilizes

various types of utility locating equipment to identify and mark

underground utilities. Creates projects in WebTMA to document

and track the processes.

Inspects roads and grounds for Americans with Disabilities (ADA)

compliance and works with Landscape Architect to develop

mitigation efforts.

Serves as jurisdiction point of contact between AOC, District of

Columbia government, other federal agencies and public utilities

to coordinate and manage repairs of roadway and infrastructure

that are on AOC grounds.

Works with PPM, Acquisition and Material Management Division

(AMMD) and CGA shops to coordinate grounds maintenance, repair

and construction projects. Works with the AOC Energy, Water and

Sustainability team to track and report water usage. Updates and

reports monthly water performance metrics. Provides

recommendations for upgrades, projects and process changes that

would lead to consumption reductions supporting AOC goals.

Coordinates with the AOC SFEP to implement safety protocols

promoting workplace safety. Works with CGA shops and CGA Safety

Specialist to ameliorate any unsafe conditions noted.

Consultant/Contractor Oversight

Serves as the Contracting Officer’s Technical Representative

(COTR) for grounds maintenance contracts such as AOC campus wide

trash / recycling and AOC / CGA pest and rodent management and

other contract support. As a COTR, evaluates contractor efforts

and assesses technical progress in relation to the established

schedule.

Monitors contract fund balances and status of projects and

recommends fund realignments as needed. Reviews financial

reports and resolves discrepancies as required.

Develops techniques and procedures to use in inspecting the work

performed by contractors to determine completeness, quality and

timeliness factors. Interprets contract specifications in

regular dealings with contractors and customers.

Project Management

This position provides project management in support of grounds

management operations and repair projects. Provides overall,

life-cycle project management with responsibility to provide

coordination and simultaneous oversight of multiple, small-scale

projects at CGA.

Serves as a Project Manager with responsibility to develop and

manage the design and construction of minor renovation projects.

Projects may include rehabilitation, alteration or improvements

to grounds paving and infrastructure systems.

Coordinates historic preservation projects with AOC curator,

Historic Preservation Officer and other agency officials to

clean, maintain and restore historic landscape elements,

monuments and memorials.

Technical Advice and Guidance

Provides guidance, technical advice and consultation on project

administration. Contributes to the resolution of technical

difficulties that are amenable to changes in approach, criteria

or requirements. Conducts studies to develop criteria for

situations encountered in field inspections.

Facilitates the resolution of project related issues and

concerns. Provides leadership of the project scope, schedule and

budget concerns. Provides timely and accurate responses to

Jurisdiction representatives’ questions.

Utilizes professional expertise to develop and review: (1)

technical specifications; (2) construction documents; (3)

internal government cost estimates; (4) construction cost

estimates; and, (5) statements of work for construction projects

and professional design services.

Physical Demands: In addition to routine office activities, the position requires frequent travel throughout the parks, occasionally to remote areas accessible only by foot. At times there may also be lifting and carrying of items up to 50 pounds during these activities. Working Conditions: Work occurs in offices and field locations, with occasional exposure to the outdoors. Office work areas contain adequate light, heat, and ventilation. Travel by vehicle and commercial air may be required. A valid state driver\'s license is required. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
