Job Description:
This resource will provide support to the Sourcing and Vendor Management team by having complete responsibility for strategic sourcing activities associated to the assigned services categories in support of the Federal Employee Program (FEP). This will include total process ownership of sourcing activities such as: working with business owners to scope outcomes based statements of work, creating RFx criteria, and running competitive bids among preferred service providers. The successful candidate will have experience in Federal Government contracting and strategic sourcing of outsourced professional services engagements.

This is a contract-to-hire position with a four to six (4-6) month initial term.

Qualifications:

• Minimum 5 years of related indirect sourcing experience of outsourced professional services engagements

• Strong knowledge of Government procurement practices and regulations (including FAR and FEHBAR)

• Demonstrated history of complete lifecycle management in strategic sourcing processes

• Experience and knowledge in writing outcomes based statements of work

• Ability to influence stakeholders and work closely to identify acceptable solutions

• Excellent documentation, technical, analytical, and conceptual thinking skills

• Ability to self-manage a project including coordinating meetings with key stakeholders, preparing deliverables, and meeting important deadlines

• Computer literate, especially with office productivity tools (Office, Outlook, etc.) and ERP systems (PeopleSoft)

• College degree in related field

Responsibility for RFx bid process for assigned categories with a focus on FEP procurements. This includes:
• Developing RFx requirements and evaluation criteria for each competitive bid to ensure fair sourcing practices
• Adherence to all governance requirements associated with Government contracting
• Coordinating schedules and timetables with internal stakeholders and preferred service providers to ensure deadlines are met
• Providing regular communication updates to all internal and external stakeholders, including within procurement management tool (PeopleSoft)
• Ensuring Procurement Policy is followed, including a well-documented and auditable process
