The Property Control Specialist provides property management Advisory and Assistance Services (A&AS) to CTR programs.

Duties:

Responsible for providing expertise and tools to support property management activities, advise and assist CTR to ensure integrating contractors implement auditable lifecycle property management systems, accountability processes, and reports in accordance with the Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, CTR Property SOP, and other applicable property management guidelines.

Participate in initial strategy sessions, assist contracting officer and project team to ensure new Requests for Proposals or initiatives include applicable property accountability deliverable requirements, and DFARS clauses.

Perform compliance assessments, analysis, audits, and inventory checks to ensure integrating contractor's lifecycle processes account and safeguard USG property in accordance with contract and DoD guidelines.

Continuously seek to improve upon and streamline current processes, and revise standard operating procedures accordingly.

Collect Transfer of Property (TOP), Transfer of Ownership (TOO), and Transfer of Custody (TOC) documents. Review for accuracy the integrating contractor's TOP/TOC documents, identify and facilitate discrepancy resolution, and file historical documentation as reference for future audits and tasker/inquiries.

Mentor CTR Project Officer/Contracting Officer's Representatives (PO/COR) and A&AS project teams. Provide guidance of CTR cradle to grave property accountability processes, property management oversight responsibilities, and contractual FAR 45/52 requirements.

Evaluate current processes, identify courses of action to automate current property accountability processes.

Provide CT-PII Audits and Examinations Project Team country/site property/equipment lists upon request.

Property training: Project Planning, Project Execution, and Contract Close-Out brown bag sessions; CTR-101 training to new staff; Training week lifecycle property accountability training; Project kick-off training to CTR integrating contractors; Deskside training to new project leads.

Support may include international travel for 7-14 days or more as needed.

Required Education/Experience:

Bachelor's degree from four-year college or university; and/or training; Five years USG property accountability experience; or equivalent combination of education and experience

CPPM, CPPS, CPPS National Property Management Association Certification a plus

Knowledge or experience with USG property book tasks, DCMA PMSA audits, disposition of CAP/GFE/GFP and associate contract close-out documentation

Extensive knowledge of FAR 45/52 and DFARS guidelines

Ability to communicate and work with people at all levels of the organization

Excellent verbal, written, facilitation, and presenting skills

Experience with MS Office Suite; Project, Outlook, Visio, Excel, Word, SharePoint, PowerPoint

Independent self-starter, creative/out of the box thinker, mission-first mentality

Experience working in IDIQ contract with prime and multiple subcontractors
