This is a fixed fee/hourly based project which is inclusive of travel, lodging, per diem expenses and all other costs associated with the completion of the associated tasks.

May be required to periodically travel between Boca, Ocoee and Pompano Beach

Interviews:
In the event an interview is requested, in-person interviews will be conducted at Boca Raton, Florida. At the discretion of the manager, interviews may be conducted remotely via Microsoft Teams. A phone interview may also be requested as a first step.

Telecommuting:
Telecommuting is not a long-term option for this position. DUE TO THE PANDEMIC, SOME WORK IS BEING CONDUCTED REMOTELY AT THIS TIME. HOWEVER, CONSULTANTS WILL BE EXPECTED TO REPORT TO WORK ON-SITE AT THE TURNPIKE FACILITY AT THE DIRECTION OF THE MANAGER AS THE RESTRICTIONS HAVE BEEN LIFTED IN THE STATE.

General Responsibilities:
Managing multiple medium to large-scale projects, with medium to high complexity, and assure that they are delivered on time, on budget and with anticipated benefits and achieving stakeholder satisfaction. Utilize best-in-class project management processes and practices as well as appropriate tools to manage deliverables in the Project Life Cycle. Responsible for implementing PMO’s project management processes and methodologies for the IT community to ensure projects are delivered on time, within budget, adhere to high quality standards and meet customer expectations. Assure PMO procedural compliance and that PMO policy & methodologies are followed and ensure that all project deliverables are completed within guidelines of the Project Management Methodology. Must possess extensive knowledge and expertise in the use of project management methodologies and tools, resource management practices and change management techniques. Implementation experience in large data migration projects, in complex data validation projects, reporting, business analytics and next generation BI Solutions.

Main Responsibilities:

Project Planning
Responsible for developing Project Charters and Responsibility Assignment Matrices, for coordinating and facilitating Project kick-off sessions, for coordinating and facilitating Risk Identification sessions, and for assembling project plans, resource plans, schedules, and teamwork assignments. For each initiative, responsible for defining the project, create the project plan and interface with project Stakeholders to review and approve the project plan and assess implications of schedule changes to ensure successful execution of the projects.

Project Execution
Assure effective Project Communications to keep Management, Stakeholders and PMO informed regarding the progress of assigned projects. Assure that the System Development Life Cycle (SDLC) deliverables such as the technical specifications or design solutions developed by the technical staff (engineers) is understood and accepted by the concerned stakeholders and business partners. Assure compliance according to project management established guidelines and processes (i.e. scope management, approaches, stakeholder analysis, communication plans, schedules, resource plans, budgets, risk register, issues log, acceptance criteria etc.).
Responsible for: Ensuring effective project oversight and control and directing and monitoring work efforts on a daily basis, identifying resource needs, performing quality reviews; and escalating functional, quality, timeline issues appropriately; for tracking key project milestones and adjusting project plans and/or resources to meet the needs of customers; for cross-team coordination of projects implementation activities, for facilitating regular meetings with projects teams, including weekly reviews of “project execution status” in order to assess and monitor their progress and project delivery; for facilitating progress review meetings with project related IT vendors and perform vendor relationship management, for providing support in identifying and investigating project delays and recommend resolutions to rectify issues promptly and make every effort to ensure a reasonable recovery; for Identifying projects’ risk factors, identifying appropriate mitigation plans, and escalating to Sponsor any unresolved risks and issues when required, in order to implement risk avoidance measures and risk mitigation plans for the various stages of the projects; for monitoring projects financial performance in a timely manner (Actuals versus Budgets) in order to flag and highlight risks, and possible budget overruns; for reviewing and monitoring key project deliverables in preparation for project governance and quality review meetings; and for preparing and monitoring Project Issues Logs, Risk Registers and
Mitigation Response Plans.

Project Management Reports
Responsible for overall coordination of weekly status review meetings and status reporting; for
the preparation of project management reports to provide timely feedback to concerned stakeholders on the progress and performance of the assigned projects; and for reporting on a regular basis to Project Sponsor, PMO and Key Project Stakeholders on the project performance, challenges, issues faced, and mitigations taken, to keep them informed and updated on the activities performed.

Collaboration
Collaborate with internal and external stakeholders on matters related to Project Management in order to facilitate flow of information and to build awareness.

Customer Focus:
Communicate and bring potential problems to stakeholder’s attention and identify possible solutions prior to issues emerging or causing difficulty. Implement stakeholder satisfaction feedback to ensure provision of quality services. Get first-hand stakeholder information and use it for improvements in products and services. Take time to question and understand the real, underlying needs of stakeholders, beyond those initially expressed. Always works closely with stakeholders, developing an independent view of their needs and acting in their long-term interest. Think ahead and consider the impact and implications of actions – both internally and externally.

Communication:
Coordinate communication with all areas of the enterprise that impacts the scope, budget, risk and resources of the work effort being managed. Be effective in a variety of formal presentation settings: one on one, small and large groups, with peers, direct reports, and executive management.

Teamwork:
Enable the project team to participate and to meet planned targets and demonstrate preferred high-performance behaviors. Recognize those situations when it is appropriate for the needs of the team to come first. Take responsibility for creating and maintaining a team environment that supports collaborative behaviors. Listen and respond constructively to other team members’ ideas. Publicly recognizes others who have performed well. Adjust or adapt ideas and plans, in order to assist or to better achieve team goals.

Education and Experience:
Bachelor’s Degree in Computer Science, Information Systems, Business Administration, or another related field.
Project Management Professional (PMP) certification required.
Solid experience with Project Management Body of Knowledge (PMBOK) is required.
Solid experience with (PMIS) Project Management Information Systems.
10+ years of IT work experience, including 8 or more years managing projects.
Experience with next generation BI Solutions implementation.

Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
