Overview of position:
FEDITC is seeking an experienced Energy Project Manager to work in the Panama City, FL area. United States Citizenship and ability to obtain a Secret DoD Security Clearance is required to be considered for this position. Program areas of focus include:

  • Centralized planning, programming, and oversight of direct and third-party investments to implement the Facility Energy Capital Investment Plan
  • Validation of scope and savings, as well as prioritization, of projects
  • Transfer of funds requests and tracking to carry out capital investment plans, including Sustainment, Restoration and Modernization and Energy Conservation Investment Program dollars

Responsibilities:
  • Provide professional consultant services to provide written advice to the Government regarding the development and execution of ESPC and UESC projects.
  • Aid in preparing briefings and reports on third party financed energy/water conservation and renewable energy projects.
  • Aid the Government staff for planning, development, review, and maintenance of Air Force ESPC/UESC Program, standards, and directives issued as guidance to MAJCOMs and Installations.
  • Respond in a timely manner to the client and all stakeholders relating to facility improvement projects.
  • Review of Measurement and Verification (M&V) annual reports. Review and provide advice on energy and project related calculations to the Program Manager prior to Government acceptance of the annual reports.
  • Review project related calculations and other aspects of proposals/concepts/opportunities and provide written comments regarding the development and execution of Energy Resilience and Conservation Investment Program (ERCIP) and Direct Investment (NRG) projects.
  • Aid bases to evaluate/develop M&V Plans associated with energy projects. Assist during establishment of energy baseline development plans and the evaluation of data collected. Review project related calculations and other factors of concepts/opportunities and provide written advice and comments. Draft review comments on project reviews. Track and create reports on the status of projects, programs and project funding weekly. Provide support for annual OSD and AF reporting requirements for assigned programs. Contractor shall provide support and inputs to the appropriate assigned Sub-Activity Management Plans (Sub-AMP).
  • Other support duties as needed/directed.
Experience/Skills:
  • 3-10 years of experience in facility energy management, utility engineering management or energy contract management Experience developing energy resiliency projects for the DoD.
  • Proficiency in computer skills to work and maintain SharePoint, websites, input data and perform utility rate analysis support using computer software such as Microsoft Office, Adobe Acrobat Professional.
  • Experience with facility energy project development, design, and contract execution experience as describe below, including a minimum of 3 years direct experience with technical management of 3rd party financed projects like ESPC/UESC.
  • Experience with engineering and project management of complex and highly technical, multi-million-dollar projects.
  • Experience with technical writing and evaluation of complex and highly technical A&E and construction proposals.
  • Experience with energy and facility life cycle cost analysis.
  • Experience with cost estimating methodology and development.

Education:
  • Bachelors degree in engineering, architecture or physical sciences substantially relevant to facility and infrastructure type projects from accredited institutions within the 50 United States

Clearance:
  • Ability to obtain a DoD Secret Security Clearance is required. An active DoD Secret Clearance is preferred.
  • Must be a US Citizen and pass a background check.
  • Maintain applicable security clearance(s) at the level required by the client and/or applicable certification(s) as requested by FEDITC and/or required by FEDITCS Client(s)/Customer(s)/Prime contractor(s).
