This is a fixed fee/hourly based project which is inclusive of travel, lodging, per diem expenses and all other costs associated with the completion of the associated tasks.

Purpose
This scope of work is for a Technical Business Analyst, An Agency is transitioning from their legacy financial system to a modern solution called PALM – Planning, Accounting, and Ledger Management System. This transition impacts Client's interfaces and systems that currently interface with Agency legacy application. This SOW will provide staffing resources to implement the required system remediations.

CONTRACTOR QUALIFICATIONS AND EXPERIENCE:
Contractor staff assigned to this agreement must possess the following minimum qualifications and experience:
Technical Business Analyst
Minimum Ten plus years of experience as a software development project Business Analyst.
Ten years of experience with facilitating meetings.
Ten years of experience documenting process flows.
Five years of experience with software testing.
Five years of experience creating and reviewing ERDs
Five years of experience creating user guides.
Deep understanding of business and technology requirements collection methodology
Familiarity with programming languages such as SQL, .Net, Java.
Ability to effectively communicate with both technical and business resources and translate business needs into effective technical specifications.
Ability to prepare reports, correspondence, guidelines, and Power Point presentations.
Ability to communicate ideas in both technical and user-friendly language.
Ability to write technical, business, and plain language documents and/or emails, with great attention to detail in all written communications.

Education: Bachelor’s Degree in Computer Science, Information Systems, Business Administration, or other related field. Or equivalent work experience.

CONTRACTOR RESPONSIBILITIES:
SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified:
Technical Business Analyst
Submit a monthly activity report to the Department’s Contract Manager documenting all activities performed.
Schedule and facilitate meetings; including agenda and minutes preparation, as directed by the Department.
Manage the data collection and tracking of functional and technical requirements for system remediations as directed by the Department.
Prepare process flow charts, as directed by the Department.
Prepare application test cases, conduct application case tests, and track test status as directed by the Department.
Prepare training documentation and deliver training to users, as directed by the Department.
Maintain and monitor the project Risk, Assumptions Issues and Decisions (RAID) log, as directed by the Department.
Prepare documentation for all aspects of the Software Development Life Cycle (SDLC), as directed by the Department.
Prepare and maintain Scrum related documentation as directed by the Department.
Document application modifications and additions daily as coding tasks are assigned by the Department, and store in a document repository.
