Position/Job Title: Program Manager Operations Chief

Work Location: Fort Gordon, Georgia - U.S. Army Cyber Center of Excellence

The Cyber Center of Excellence (CCoE) is the U.S. Army's force modernization proponent for Cyberspace Operations, Signal/Communications Networks and Information Services, and Electronic Warfare (EW), and is responsible for developing related doctrine, organizational, training, materiel, leadership/education, personnel, and facility solutions. A major aspect of the CCoE's mission is the training, education, and development of world-class, highly skilled Signal, Cyber, and EW professionals supporting operations at the strategic, operational, and tactical level.

Today's broad and rapidly changing global operational environment means the Department of Defense and the nation are required to function within an increasingly competitive, congested, and contested cyberspace and electromagnetic spectrum. Ultimately, the CCoE must enable commanders and leaders to seize, retain, and exploit freedom of action in both the land and cyberspace domains, while simultaneously denying and degrading the adversary use of the same.

Job Summary:

Galapagos Federal Systems, LLC is looking for a Senior Program Manager that will provide programmatic, execution, and administrative support on program management of military space system acquisitions to Government Program Directors and Mangers on an ACAT I equivalent program. Types of tasks may include Earned Value Management assessments, funding/program control tasks, assisting in program management reviews (PMRs), Integrated Baseline Reviews (IBRs), risk management, reviewing contractor deliverables, and developing, reviewing, and coordinating acquisition documentation (SOWs, RFPs, tech evaluations). Additionally, the position requires the individual to perform budget analysis, develop POM inputs, and monitor financial execution of the program. This position will provide support to the organization's leadership in meetings with other organizations and industry and could require CONUS travel. The individual must be capable of developing briefings and reports accurately summarizing program performance or addressing key issues for senior USAF, USSF, and OSD leadership, and other DoD offices.

Essential Duties and Responsibilities: (Not listed in order of importance)



  • Support Government Program Managers (GPMs) in the identification and collection of Minimum Acquisition Requirements.

  • Coordinate and schedule pre-acquisition meetings, to include IPTs.

  • Conduct market research and document findings.

  • Draft market surveys and analyze results.

  • Draft Competition in Contracting Act (CICA) justifications for other than full and open competition.

  • Write requirements documents to include Statements of Work (SOWs), Statements of Objectives (SOOs), Technical Task Orders (Completion and LOE), Labor Categories, and Performance Work Statements (PWS).

  • Assist the Government in documenting source selection plans and proposal requirements including writing Source Selection Plans (SSPs), Proposal Preparation Instructions (PPIs) and Proposal Evaluation Criteria (PECs).

  • Aid in analyzing and developing improved policies, plans, methods, procedures, and systems of acquisition management.

  • For Non-Major System Acquisitions and Non-Acquisition Category efforts of any value, assist the Government in setting acquisition strategies by recommending strategies that consider the specific set of requirements, any schedule considerations, the current political climate, and relevant acquisition policies.

  • Write Award Fee Plans documenting the Government's strategies to incentivize performance.

  • Assist the Government in providing oversight and compliance review of acquisition documentation at all levels of preparation.

  • Advise in the interpretation and tailoring of DOD acquisition regulations/memorandums to ensure affordable, supportable, and effective systems are delivered to the customer

  • Aid in acquisition process improvement initiatives.

  • Assist the Government in developing Major System Acquisition program documentation and preparing for Milestone Decisions.



  • Assess current or future customer needs and priorities through communicating directly with customers, conducting surveys, or other methods

  • Adheres to strict security constraints meeting customer requirements

  • Review and develop all implementation plan's that include technical analysis meeting mission objectives

  • Provide planning and strategic thinking across space enterprise portfolio

  • Maintains organization's effectiveness and efficiency by defining, delivering, and supporting strategic plans for mission requirements.

  • Recommends information technology strategies, policies, and procedures by evaluating organization outcomes; identifying problems; evaluating trends; anticipating requirements.

  • Maintains quality service by establishing and enforcing organization standards.

  • Contributes to team effort by accomplishing related results as needed.

Education and/or Experience/Skills Required:



  • MA/MS degree with a minimum 10 years of experience at a program manager

  • BS/BA degree with a minimum of 12+ years' experience at the program manager level

  • IAT Level required: General User. The baseline certification as stipulated in DoD 8140/8570.01-M



  • PMP Certification

  • ITIL Foundations Certification

  • In the event that personnel assigned to this contract are required for early/late/weekend support, the anticipated hours are:



    • Alternate Day Shift 0630-1030 and 1500-1900

    • Alternate Swing Shift 1300-1700 and 1900-2300

    • Alternate Midnight Shift 2100-0100 and 0300-0700

    • Weekend Shift 0830-1330 on Saturdays, with five hours shifted from weekday work.

    • These operating hours and days may vary based on the requirements of the agency. Contractor personnel work schedules may be "flexed" to meet the IT service needs of the organization for weekend and extended duty periods during regular training and exercises, while still adhering to the standard 40-hour work week.

    • Overtime will not be authorized.




Security Clearance:

DoD active security clearance may be required at a high-level security. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.

Physical Requirements:

Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have enough mobility, including, but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. May include lifting weigh up to thirty (30) pounds, as necessary.
