Job Description SummaryPrimerica is seeking an experienced and qualified Chief Information Officer (CIO) accountable for defining and delivering IT strategy and capabilities across the enterprise including infrastructure engineering, network engineering, resilience engineering, information security, and end-user technical services.

The CIO is a crucial contributor to the company’s strategy and planning process, including leading elements of our digital transformation. The individual will be responsible both for IT operations and for technology and digital innovation. It is critical for the CIO to build strong and productive relationships with all business unit leaders, acting as a true partner and making IT a business enabler.

The CIO will manage 140 reports on the IT leadership team; total headcount in the IT organization is approximately 400. The CIO will be responsible for giving oversight and direction to IT and business leaders on strategy, standards, and opportunities for shared services, rationalization opportunities and economies of scale. The CIO will support transformation while ensuring a stable and scalable architecture through:
  • Infrastructure Management including Stability Assessments and Recommendations.
  • Information Security, including Cybersecurity
  • Network Management including Optimization, Failover, and Security
  • Disaster Recovery and Business Continuity Planning
  • Cloud strategies and/or Emerging Infrastructure (IAAS, PAAS, SAAS, etc.)
  • End-user computing, including Help Desk
  • Partner-hosted Managed Cloud Platforms
  • Enterprise Platform Management & Support
  • Dev/Ops Coordination and Integration with Application Development

The CIO will work within the Business Technology executive team to oversee, stabilize and modernize the firm’s infrastructure, security and networking capabilities. The responsibility is to set out and clearly define the vision for Primerica’s core infrastructure technology and provide the leadership necessary to translate and shape the vision into reality. As a member of the executive team, the CIO will collaborate with the Chief Technology and Chief Information Technology officers, on initiatives including the modernization of enterprise architecture, technology infrastructure and contribution to the formulation of the company’s business and digital strategies.
  • Establish a comprehensive enterprise information security program to ensure the integrity, confidentiality, and availability of relevant data.
  • Lead the design and implementation of an enterprise-wide disaster recovery and business continuity plan
  • Develop, maintain and optimize our local and extensive area connectivity network infrastructure with an emphasis on security, scalability, and robustness.
  • Effectively advise and communicate information security risk and mitigation strategies to executive management and the board.
  • Negotiate, contracts with current and prospective vendors for necessary technologies to reduce costs, increase service levels or access free professional service.
  • Ensure, on an ongoing basis, that current and planned technical architecture, investments and solutions are aligned with company business objectives.
  • Prepare and monitor IT operational budgets that meet prevailing objectives and constraints.
  • Develop and maintain a plan that provides for succession and continuity in the most critical IT management positions.
  • Establish appropriate service levels and the processes to ensure that SLAs and KPIs are achieved.
  • Maintain oversight of all IT projects, ensuring that commitments are adequately planned, staffed, monitored and reported.
  • Proactively advise the executive management team on the emerging technologies and digital trends that are most relevant to the company's goals and evolving needs.

Security & Governance
  • Understanding of planning, execution, economics, and reporting of SOX, SOC1 and SOC2 related IT audit services for large financial institutions
  • Establish and enforce IT policies, processes, portfolio management, development standards and methodologies.
  • Ensures that a company-wide information security program is developed, documented, implemented, and maintained to protect information and information systems.
  • Understands how networks, social engineering, and business facilities can provide opportunities for intrusion or disruption and how to devise methods to counter any efforts to capitalize on those weaknesses.
  • Ensures that information security management processes integrate with Primerica’s strategic and operational planning processes.
  • Continually advise employees regarding their online activities and make them aware of known threats, scams and red flags
  • Ensure a robust Primerica incident response plan. Ensure plan is available, tested, staff are trained, and the plan is socialized with all those that would be involved when a plan is activated.
  • Demonstrate the ability to analyze, plan and address audit findings.

Operations
  • Demonstrated ability to design and implement comprehensive approaches to data architecture, cybersecurity and risk management.
  • Able to lead the design, management, maintenance and monitoring of Primerica’s network infrastructure. Identifying, installing and maintaining upgrades to the network as needed.
  • Planning network infrastructure for new applications and services as well as troubleshooting challenges and incident for existing applications.
  • Knowledge of a range of vendor technology solutions. Be able to select and integrate the most appropriate technologies to support the business.
  • Responsible for Disaster Recovery plan objectives and goals. Ability to plan purchases, install, test and support as needed disaster prevention measures.
  • Demonstrate experience with SaaS, cloud-based, and outsourced solutions through third-party providers.
  • Experience leading complex, major change initiatives; demonstrated skills in change management.
  • Experience designing and managing an effective IT governance framework across the spectrum of IT service delivery.
  • A strong background in operational and capital finances, and IT budget development.

EXPERIENCE, KNOWLEDGE, SKILLS & ABILITIES
  • Minimum ten years’ experience in various information technology and information management.
  • Minimum three years’ executive-level experience preferred
  • A Bachelor’s degree in computer science, engineering or a related field is required. A Masters degree is preferred.
  • IT leadership experience in a financial environment.
  • Experience in Insurance or a related industry is required.
  • Experience managing multiple large outsourcing vendors.
  • Experience in a federated structure with matrixed leadership responsibilities.
  • P&L leadership experience and strong financial background is required.
  • Solid understanding of information computing, software development and software design.
  • Exceptional written and verbal communication skills.
