Serves as the Facility Maintenance Engineer for the Forensic Exploitation Directorate (FXD), Defense Forensic Science Center (DFSC), an organization providing worldwide forensics support to Department of Defense (DoD), Department of the Army (DA), intelligence organizations, legal agencies, federal agencies and non-federal agencies, to include overseas contingency operations.

This position is located in Fort Gillem, GA with OCONUS deployments as required.

Responsibilities include but are not limited to:

  • Support the Government in the research, design, development, fabrication, installation, modification, repair, testing, certification and validation of the following systems, subsystems and components associated with the forensics facilities or associated technical programs: portable shelters, containers (environmentally controlled or standalone), electronics, instrumentation, electro-mechanical, mechanical, power and power generation, plumbing, hydraulics, communication, heating, ventilation and air conditioning systems, and structural.
  • Planning and execution of all Facilities, Engineering, and Maintenance operations in direct support of FXD, to include support to the Forensic Exploitation Laboratories (FXL).
  • Responsible for the policy direction, administration, technical direction and coordination of all maintenance activities in support of the FXD mission. Develops and evaluates current and long-range program objectives, requirements, policies and resource estimates to assure an integrated maintenance program responsive to the needs of the FXLs.
  • Incumbent is regarded as the subject matter expert regarding electrical, air conditioning/refrigeration, heating, plumbing functions, site planning and layout, communication/IT integration, vehicle maintenance, and preventative maintenance. Incumbent will ensure that non-deployed FXLs are mission ready for deployment and that sustainment maintenance packages are immediately available to ensure sustained operations in austere, potentially hostile, environments worldwide over prolonged periods. Preparations will include standing operating procedures, technical procedures, maintenance contracts, establishment of forensics instrumentation validation contracts, and a robust maintenance schedule.
  • Responsible for the power generation equipment and integration to ensure immediate mission capability for FXL's upon arrival into a deployed environment. This includes complex integration of forensics shelters, instrumentation, HVAC systems, and power generation equipment. Must be familiar with expeditionary force bed down and sustainment.
  • Serves as the central facilities Point of Contact for FXD. This includes logistics and engineering performance oversight, analytical studies, problem solving, response to information requests, deficiency correction, workflow, management and procedural analysis studies to assure availability of resources to meet established milestones and to remain in compliance with relevant provisions and requirements.
  • Coordinates work requests for submission to Engineering and servicing DPW.
  • Coordinates with Engineering and design team on requirements for mobile laboratory design.
  • Provide engineering support and maintenance plans across the full range of operational requirements, both CONUS and OCONUS, to include shipboard/at-sea and military/in-theatre duty-station assignments.
  • Responsible for developing the maintenance portion of the integrated responsibility, reviewing, and implementing directives, policies, procedures and programs affecting the acquisition, distribution, redistribution, supply and maintenance support, and readiness for all FXLs in both CONUS fixed institutional and mobile OCONUS expeditionary environments.
  • Manages the operation and maintenance of FXL systems in-garrison and deployed equipment in the field. Manages the status of equipment, progress of work, repair parts requirements, training and qualifications of maintenance personnel, and advises on all technical matters pertaining to the EFS system and equipment.
  • Reviews work requirements on a short- and long-range basis and develop plans for accomplishing long range objectives. Participates in meetings with higher level management in developing improvements to processes, techniques, specifications, facilities and equipment. Provides technical advice for work coordination efforts in developing work plans and programs for scheduling work.
  • Coordinate with the Military, Government, other Contractors, and vendors to ensure maintenance, repairs, and troubleshooting are performed on the systems and subsystems in accordance with repair and maintenance schedules. Ability to communicate effectively with all levels of management, employees, and scientific personnel to gain consensus and resolve issues. Ability to work with highly skilled scientists and translate their requirements for unique and technical equipment into deliverable products.
  • Advises on funds and personnel requirements to be included in budget estimates and forecast for the year planning purposes.
  • Evaluates on-going, scheduled and proposed work requirements and recommends plans for accomplishment in relation to available resources. Prepares timely estimate and justification for funds required for the test and support of equipment.
  • Administer to corrective and preventative maintenance program. Responsible for managing the Quality Assurance (QA) program for maintenance contracts. Performs spot checks to ensure contractors' compliance with the provisions of the contracts as defined in the performance work, statements, maintenance publications/ professional and industry standards, and higher echelon and local policies and procedures.
  • Reviews technical publications on maintenance methods, procedures and policies and interprets same for contractor application. Inspects contractors' activities to determine procedural compliance, condition, training, facilities, equipment, and quality of maintenance support rendered and provides assistance in solution of problems.
  • Monitor performance to assure project completion as scheduled. Monitor safety program. Keeps informed on progress, major problems, potential problems, and provides program guidance and direction. Reviews and coordinates for approval, design and layout of facilities or redesign, relocation or rearrangement and reorganization of existing facilities to obtain maximum, efficiency, economy and productivity. Reviews requirement/requests for capital equipment, repair parts, materials and other resources needed for mission performance via GCSS-Army E-LIMS. In instances of dissatisfaction, directs corrective action to be taken by appraising contractor of problems. Prepares punch lists of unsatisfactory work, conducts pre-final and final inspections, and assures all punch list items have been corrected prior to final acceptance of the project. Recommends final acceptance of the project.
  • Participates on Integrated product teams and explores and develops new monitoring methods and techniques to adequately assess operation efficiency, safety, environmental compliance, and conformity.
  • Reviews, keeps current and interprets all applicable laws, regulations, and acts to assure functional compliance for all maintenance projects. Provides policy guidance to managers and the Operations Officer for all FXD program practices. Recommends the need and/or opportunity for special programs, studies and other activities which are not only required, but also would enhance operational efficiency. Provide advice in reviewing and drafting proposed policy, and guidance for the Integration of programs.
  • Develops portions of and reviews Operation and Maintenance general project funding packages for adequacy and justification.


Desired Qualifications:
  • GCSS-Army experience and training.

Required Qualifications:
  • Five (5) years of experience in support of lab/office operations through maintaining the infrastructure equipment like generators, HVAC, facility structures and supporting hardware.
  • One (1) year of specific experience in supporting deployed mobile environmentally controlled structures (i.e., Expandable Shelter, NAVAIR ISO containers). This experience shall include experience working with shelter integrated HVAC and power (connection and distribution).
  • Experience with establishing and utilizing military equipment support and maintenance plans like the Army Equipment Density List.
  • Formal Training as an apprentice or journeyman level electrician.
  • Certification as an Electrician issued by a US state regulatory board.
  • Certification in HVAC repair and maintenance.
  • Experience in power distribution and generator maintenance.
  • Demonstrated ability to interface with senior members of DoD organizations to develop and support technical positions, to justify technical recommendations, and to write technical documentation.
  • Must be able to obtain a DoD Secret security clearance.
  • Must be able to successfully pass all medical requirements for deployment.
  • Must have a valid US Passport.
