Qualifications

Experience with Network Infrastructure Design as it relates to the architecture/topology of software / hardware / networks, including LANS/WANS, PSTN, Cellular, IPT, VPNs, Cloud, their components and associated protocols and standards, and how they integrate.

Edu/Exp: HS +11-14 Years, BA/BA 5-10 Years, or MA/MS +3-6 Years

IAT LEVEL II certification required

Must have the follwoing skillsets:

Must have telecom engineering experience in assessing and designing various types of communication networks. Must be able to understand organizational network environments and interpret user service delivery requirements to facilitate future designs.

Have advanced-level proficiencies in system and network engineering, integration, management and administration

Possess a working knowledge of IT Service Management (ITSM) framework principles, cloud computing servicing models, best business practices, cybersecurity disciplines, service desk support/operations, Multiprotocol Label Switching (MPLS) and Virtual Routing and Forwarding (VRF) theory, DoD regulatory requirements and Army organizational constructs

Possess a conceptual understanding of Joint Information Environment (JIE), Global Transport Engineering Support (GTES), Installation Information Infrastructure Modernization Program (13MP) and Joint Regional Security Stack (JRSS) initiatives in order to interpret, characterize and perform detailed discovery/analysis tasks and provide consultation services to facilitate ARCYBER Department of Defense Information Network (DoDIN) Non-Secure Internet Protocol Router Network (NIPRNet)/Secure Internet Protocol Router Network (SIPRNet) ORGNet convergence and enterprise IT end-state objectives.

Prefer:

Prefer formal education (Bachelor or Associates) in network, computer engineering or computer science with degree.

Responsibilities

Support ARCYBER Network Convergence by conducting network and telecom engineering assessments in the production of Discovery Reports, to-be architectures, network diagrams, COA development, presentations, monitoring of migration actions, development of MOAs, and development/presentation of briefings. Ensure continued high quality products and quality control in production

Tasks include:

Assess and design various types of communication networks to understand organizational network environments and interpret user service delivery requirements to facilitate future designs.

Provide recommendations for integration of disparate organizational network architectures and implementation of service delivery strategies.

Design, develop and analyze existing telecommunication networks and equipment to comprehend organizational network infrastructures.

Identify associated administrative procedures to facilitate future operations and maintenance (O&M) transition discussions.

Configure various types of computing equipment, software and systems in order to comprehend organizational computing environments and associated administrative procedures to facilitate future O&M transition discussions.

Evaluate and assess organizational network security postures and provide recommendations to facilitate the future employment of technical solutions and processes to prevent, detect and manage cyber threats.

Using a holistic approach, designs, develops, evaluates and modifies end-to-end systems and systems-oriented products through their entire life cycle. Generates quantifiable requirements based on customer description, system planning and design, and acquisition logistics. Ensures requirements comply with client requirements and government standards through formal verification methods. Translates high level product development strategies into system requirement specifications and works with other engineering disciplines to develop lower level detailed implementation requirements. Establishes and coordinates development of standards, practices, and procedures as related to the overall product development. Designs interfaces and brings system elements together so they work as a whole. Assesses performance using evaluation criteria and technical performance measures. Customer liaison and support for business development activities and to understand and shape requirements. Participates in system conceptual design and documentation of the design concepts. Translates high level product development strategies into system requirement specifications and works with multi-discipline engineering teams to develop lower level detailed requirements. Participates in design reviews of components (hardware and software) to ensure applicability to the current system and traceability of requirements through compliance verification and validation. Generates system level requirements verification procedures and customer acceptance test procedures. Reviews test plans/procedures and ensures they meet the objectives of the contractual requirements and participates in the testing process to validate requirements.
