QualificationsSPECIALIZED EXPERIENCE: Applicants must have at least one (1)

year of specialized experience at the next lower grade GS-12, or

equivalent in other pay systems. Examples of specialized experience

includes knowledge of engineering functions, responsibilities, force

structure, regulations, procedures, and policies relating to

readiness, mobility, and contingency operations. Knowledge of plans,

programs, and procedures relating to disaster response, mobility,

contingency and exercise support and skill in adapting analytical

techniques and evaluation criteria to the measurement and

improvement of programs effectiveness.FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS)

POSITIONS: Merit promotion applicants must meet applicable

time-in-­grade requirements to be considered eligible. One year at

the GS-12 level is required to meet the time-in-grade

requirements for the GS-13 level. TIG applies if you are in a

current GS position or held a GS position within the previous 52

weeks.KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will

be evaluated on the basis of your level of knowledge, skills,

abilities and/or competencies in the following areas:

1. Knowledge of the World-Wide Global Command and Control System

(GCCS). Ability to gather, analyze, evaluate and interpret

classified data and information provided by this management tool and

make critical, on time, decisions.

2. Knowledge of all Air Force civil engineer functions, AFSC skill

level requirements, force structure, regulations, policies relating

to readiness, mobility, and contingency operations.

3. Knowledge of Air Force budget and funding processes. Ability to

forecast, develop, and staff short and long range budget

requirements to support the contingency and readiness training and

equipping requirements. Must be able to effectively staff budget

submittals through P ACAF and submit to Air Staff for approval.

4. Knowledge of Air Force contingency planning and programming

procedures. Ability to identify and devise an effective work force

structure to sustain both peacetime and wartime requirements.

5. Knowledge and understanding of program management principles,

methods, procedures, tools and processes to accomplish all phases of

the civil engineering mission. Ability to develop effective

communication via formal briefings and written correspondence and to

clearly articulate them to subordinates, peers, and senior level

people.PART-TIME OR UNPAID EXPERIENCE: Credit will be given for

appropriate unpaid and or part-time work. You must clearly identify

the duties and responsibilities in each position held and the total

number of hours per week.VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience,

including volunteer work done through National Service Programs

(i.e., Peace Corps, AmeriCorps) and other organizations (e.g.,

professional; philanthropic; religious; spiritual; community;

student and social). Volunteer work helps build critical

competencies, knowledge and skills that can provide valuable

training and experience that translates directly to paid employment.

volunteer experience.Emergency Essential: This position is Emergency Essential (E-E)

and may require mobility of the incumbent to TDY to an overseas or

stateside location in the event of a war-related emergency caused by

people or natural disaster. the incumbent must perform E-E duties to

support an assigned an assigned Air Force mission. Incumbent may

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires agencies to

treat active duty service member as veterans, disabled veterans, and

letter should be on letterhead of the appropriate military branch of
