Develops technically and educationally adequate instructional

materials.

Coordinates course instruction and trains instructors and

faculty members in proper presentation techniques related to

fire and aviation training.

Identifies and obtains qualified instructors for the courses

being presented.

Obtains necessary supplies and equipment for course

presentation.

Prepares and submits all payment documents involving

reimbursable expenses in course presentation.

Prepares all correspondence related to course preparation,

instruction, and post instruction notifications.

Serves as a training advisor and consultant to cooperating

agencies regarding the development and implementation of fire

management and aviation management training courses and

materials.

Coordinates NIFC and BLM field level courses with other agency

cooperators to meet common needs and reduce duplication of

efforts.

Participates as a team member in training operations to help

insure that all aspects of the Great Basin Training Facility

operate as efficiently and successfully as possible.

Prepares and makes formal presentations.

Physical Demands: Work is performed primarily on computers in an

office setting for extended periods and includes sitting in one

position for long hours, concentration, attention to detail and

stress related to working long hours under short timeframes.

Classroom and group work includes making presentations, instructing,

working on committees and participating in groups and workshops.Work Environment: Work is in an office; and includes periods of time

in a conference room or classroom with large groups of individuals

your resume.QualificationsSpecialized Experience Requirements:In order to be rated as qualified for this position, we must be able

to determine that you meet the specialized experience requirement -

creditable, this experience must have been equivalent in difficulty

and complexity to the next lower grade of the position to be

filled.Temporary Promotion to GS-09: One year (12 months) of

specialized experience equivalent to at least the next lower grade

level GS-07 in the Federal service.

Specialized experience at this level is defined as, but not limited

to:

Teaching or instructing in an adult education program, secondary

school, college, military installation, or industrial

establishment in the appropriate field(s);

Supervising or administering a training program;

Development or review of training/course materials, aids,

devices, etc., and evaluation of training results;

Work in the occupation or subject-matter field of the position

to be filled that required training or instructing others on a

regular basis;

Experience instructing units in interagency courses in fire and

fire aviation management and experience in the operation of

technology systems to present fire training courses.

Substitution of Education for the Specialized Experience

Requirement:Temporary Promotion to GS-09: Two full years (36 semester hours)

of progressively higher level graduate education leading to such a

degree, a master’s degree, or LL.B. (Bachelor of Laws) or J.D.

(Juris Doctor), with a major study in education or a subject related

to the position.Education and experience may be combined to meet the specialized

experience requirement.You must meet all qualification requirements within 30 days of the

closing date of the announcement. Federal employees in the

competitive service are also subject to the Time-In-Grade

requirement in accordance with 5 CFR 300.604. If you are a current

Federal employee in the General Schedule (GS) pay plan and applying

for a Temporary Promotion opportunity, you must have completed a

minimum of 52 weeks at the next lower grade level in the normal line

of progression for the position being filled.For a Detail: There are no qualification requirements. However,

employees must meet positive education/licensure requirements and/or

selective factors in order to be detailed to positions with these

requirements.Applicant must have related experience which demonstrates the

ability to perform the duties of the position.SELECTIVE FACTOR(S):Selective Placement Factors: This position requires a special

qualification that has been determined to be essential to perform

the duties and will be used as a screen out element. Those who do

not provide evidence they possess the following selective factor

will be rated not qualified.Selective Placement Factor: PRIOR WILDLAND FIREFIGHTING EXPERIENCE

REQUIRED. Applicants must have at least one season (3-6 months) of

prior wildland firefighting experience. This must be evidenced in

your application. The Department of the Interior defines wildland

firefighting experience as: any non-structure fire that occurs in

the wildland. Wildland firefighting experience is gained through

work on the fire line in containment, control, suppression or use of

wildland fire. Wildland fires are categorized into two distinct

types:1) Wildfires - Unplanned ignitions or prescribed fires that are

declared wildfires, and 2) Prescribed Fires/Planned ignitions. This

description includes only fireline experience on a Prescribed Fire;

it does not include experience in the planning stages. Prescribed

fire experience must be supplemented by fire suppression experience

in order to be creditable as previous wildland firefighting

experience.EducationAdditional informationThis is a not-to-exceed 180 days detail/temporary promotion

assignment. At the expiration of this assignment, or whenever your

services are no longer needed, you will be returned to your position

and agency of record.Temporary Promotion may be extended up to a maximum of 5 years

without further competition.Travel and per diem are not covered for this position.The Bureau of Land Management has determined that the duties of this

position are suitable for telework and the selectee may be allowed
