Position Overview:

This junior level position provides occupational safety and health consultation services to private employers throughout Idaho. Through inspection of workplaces, identification of hazards, development of safety and health programs and issuance of reports to clients on Occupational Safety and Health Administration (OSHA) standards, the consultant assists those clients in protection of their employees and avoidance of enforcement actions by the federal compliance agency.

Duties and Responsibilities:

Provide on-site safety and health consultation services to small businesses within the state of Idaho:

• Travel to and from job-sites around the state of Idaho (operate vehicle). Out of town travel is required 35% of the time. The consultant is required to operate motor vehicles necessitating possession of a valid driver’s licenses. The work may involve travel of considerable distances often five days per week without returning to the office.

• Inspects private workplaces with respect to compliance with OSHA standards and other recognized safety standards (walking, standing, and bending). Consultants must be able to stand and walk for prolonged periods of time; often four to six hours per day. Work activities also include climbing ladders and stairways, and walking on uneven and varied surfaces such as those found on construction sites.

• Apply scientific knowledge to anticipate hazardous conditions that could cause an adverse health effect within the work environment.

• Able to recognize existing safety and health hazards in a wide variety of industrial, construction and other occupational settings and predict the likelihood of their effects (consultant must recognize hazards in familiar and unfamiliar situations).

• Recommends design issues related to facilities, processes, equipment, and work stations.

• Perform analysis to determine the likelihood and severity of hazards and which controls are most effective and/or least expensive.

• Recommends design solutions to the hazardous conditions in terms of available technology and compliance with regulations.

• Classify hazards with respect to OSHA regulations and accurately identify them into level categories (i.e., imminent danger, serious, other-than-serious). The consultant must also determine the best way to remedy the hazard, such that the employees are protected and the employer’s costs are minimized.

• Reviews employers; specific written safety and health programs, plans and records for consistency with OSHA requirements and for practical application.

• Assist small business employers in the development of applicable safety and health programs in such areas as fall protection, lockout-tagout, hazardous materials management, hazard communication, confined space entry, trenching and shoring, machine guarding, indoor air quality, blood-borne disease protection, noise management, radiation protection, personal protective equipment, and ergonomics.

• Evaluates employers’ safety and health management programs, utilizing an OSHA-developed comprehensive procedure.

• Assist employers in developing and implementing all aspects of an effective safety and health management system and management-based safety and health programs.

• Develop comprehensive reports to employers on results of inspections/consultations, utilizing a specialized OSHA-developed information system (OSHA Information System)

• Accesses, retrieves and interprets technical data from various OSHA/NIOSH and private sources for application to consultation projects.

• Monitor chemical and biological contaminants in the workplace through use of direct-reading instruments or by air sampling with subsequent laboratory analysis to evaluate hazards and make recommendations for preventing or controlling them (lifting 40-50 lbs suitcases).

Public Outreach:

• Conducts on-site safety and health training of managers and employees with regard to OSHA regulations, hazard recognition and hazard abatement.

• Conducts off-site training of employers/employees on selected technical and regulatory topics (classroom-type teaching of assembled student and occasional presentations to trade associations, chambers of commerce, etc.). Prepare training materials using Microsoft Power Point or similar.

• Advertising OSHCON services to the public and various trade organizations.

• Respond by phone to questions from the public on safety and health topics and OSHA regulations.

• Responds to questions from public off the street on safety and health topics and OSHA regulations.

Other duties as assigned by the Program Manager:

• Works with Program Manager to develop Consultation Annual Project Plan (CAPP) goals and assure these goals are being accomplished by consultants in a timely manner.

• Maintain Industrial Hygiene Equipment for use on consultation visits including, routine calibration of equipment, preparing equipment for yearly calibration and service at the Cincinnati Technical Center (lifting 40-50 lbs), purchase new industrial hygiene monitoring equipment, and order air sampling media from the WOHL.

• Advise Program Manager on new Safety/Health standards and how they will affect our clientele. Arrange for clients to be contacted and updated on the new standards and how they will affect their business.

Minimum Qualifications:

• Bachelor’s degree (or equivalent) in Safety, Industrial Hygiene, or related field, and up to 1 year of relevant professional experience.

• Comprehensive working knowledge of OSHA safety regulations (29 CFR1900’s, 29CFR1910, and 29 CFR1926).

• Experience applying OSHA regulations in industrial/commercial settings, including the identification of hazards and solutions to hazardous conditions.

• Experience in the use of personal computers, specifically use of Word and WordPerfect

• Experience using industrial hygiene hazard monitoring equipment, including air sampling pumps and sampling media, direct-reading air quality instruments, and sound measurement instruments.

• Must hold current Idaho driver’s license and have personal vehicle available for work use.

Preferred Qualifications:

• Bachelor's degree from an Accreditation Board for Engineering and Technology-accredited program in Industrial Hygiene or related field; or a Master’s Degree in a related field such as Safety, Engineering, Environmental Health, Ergonomics, Health Physics, Toxicology, Chemistry, Fire Protection, or Construction Safety.

• Professional experience using the federal OSHA Information System.

The successful candidate will possess the following knowledge, skills and abilities:

• Ability to conduct training of industrial employers/employees regarding OSHA regulations, safety and health programs, and safe work practices, both on industrial sites and in a classroom environment.

• Excellent written and oral communication skills, including use of proper spelling and grammar and ability to write technical reports and program plans.

• Good interpersonal relations skills including the ability to deal with disgruntled clients/public in a professional manner.

• Ability to make decisions systematically and objectively.

• Interest, experience, and/or ability to promote cultural competency and/or diversity
