Permanent Supportive Housing Manager - Fort Wayne Housing Authority | Fort Wayne, IN
About the Role
The Fort Wayne Housing Authority (FWHA) is seeking a dedicated Permanent Supportive Housing Manager to lead and oversee supportive housing programs. This role is responsible for managing multiple housing units, supervising staff, ensuring compliance with HUD and state guidelines, and coordinating services for residents. The Program Manager also works directly with the Coordinated Entry (CE) system, Ready to Rent Program (ESG Grant), and Emergency Housing Voucher (EHV) program until transition to Housing Choice Vouchers (HCV). Key Responsibilities
Supervise staff and maintenance teams, including scheduling, training, performance management, and recruitment.
Serve as the primary point of contact for Coordinated Entry referrals and collaborate with community partners (CoC, CE, Regional Councils, etc.).
Manage resident services: intake, lease-ups, recertifications, interim certifications, and annual LIHTC reporting.
Oversee rent collection, delinquency notices, court hearings, and eviction prevention programs.
Maintain accurate resident files, records, and program reporting for compliance and leadership review.
Coordinate with Community Mental Health Centers and landlords to support residents and ensure program compliance.
Process purchase orders, billing, deposits, refunds, and vendor payments.
Represent FWHA at community meetings and promote awareness of affordable housing programs.
Ensure housing units are safe, well-maintained, and fully occupied.
Qualifications
Bachelor’s degree in Business Administration, Public Administration, Social Work, Psychology, Sociology, or related field.
3+ years of experience in project coordination and case management (experience with unhoused populations preferred).
Strong computer skills (MS Word, Excel, Outlook); ability to learn housing program software.
Effective communication and organizational skills.
Valid driver’s license and insurable under FWHA’s plan.
HCV Specialist and PBV certification (or ability to obtain within one year).
Equivalent combinations of education and experience will be considered.
