We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance; monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance and respond to incidents involving spills to soil or waters of the state. About the Job: As the Budget Analyst, you will be responsible for functioning as a senior-level budget program analyst for an agency or major program of an agency. You will monitor, track, and maintain complex budgets and funds for multiple program areas within a State Agency. You will provide prior, current, and future year operating budget and expenditure information, serve as a budget resource including training, coordinate the development of budgets, and serve as a liaison with the Office of Management and Budget (OMB), State Budget Agency (SBA), and agency management staff. A Day in the Life: The essential elements of the job duties: Analyze and research activities as they relate to state and federal funding within assigned divisions, ensuring that all regulations and guidelines about the expenditure/revenue transactions are applied to and reconciled in the Agency’s Accounting system to the State's Official Book of Record maintained by the Auditor of State and the Encompass Financials System.

Monitor and analyze short and long-term personnel costs through various statistical and quantitative methods.

Prepare and manage annual and biennial budgets.

Formulate and recommend changes to the current operating program, budget policies, workflow, and practices to assist in guiding the Agency to the most efficient use of operating funds.

Evaluate and complete division requests for transfer between operating accounts.

Prepare and process Request for Federal Reimbursements (draws) for assigned grants according to federal and state guidelines and verifies the accuracy of grant financials supporting the draw.

Coordinate and provide training to agency program and finance managers to develop and monitor the budget as needed.

Answer non-routine requests for information on policy interpretation.

Serve as Encompass module expert to manage Contracts, Executive Document Summaries, and Purchases within the Program area assigned, ensuring that budget spending plans are maintained within acceptable levels.

Serve as liaison with OMB, SBA, and other various state funding agencies.

What You'll Need for Success: This person must have the following requirements to be considered for employment: Bachelor’s degree in Accounting, Finance, Management, Economics, or related field.

Eight (8) years of full-time professional experience in Accounting; Auditing; Financial Analysis; or related experience. At least one (1) year of the required experience must be in an administrative, leadership, managerial, or supervisory capacity. Substitution: Accredited College training in accounting or a related area may substitute for the required experience, except for the administrative, leadership, managerial, or supervisory experience, with a maximum substitution of four (4) years.

Broad knowledge of finance, accounting, budgeting, and cost control principles including Generally Accepted Accounting Principles.

Extensive knowledge of state and federal social service program accounting, budgeting, and applicable laws, policies, and procedures.

Broad knowledge and ability to use automated financial and accounting reporting system, PeopleSoft Financials.

Extensive knowledge of the agency's mission, programs, and administrative policies.

Ability to analyze financial data and prepare financial reports, statements, and projections.

Advanced computer skills in Excel, Access, Encompass, and Hyperion.

Excellent problem-solving and analytical skills.

Ability to conduct research, draw logical conclusions, prepare technical reports, and make recommendations.

Ability to formulate sound recommendations and make appropriate decisions with consideration of the potential impact on operations.

Ability to establish and maintain effective working relationships with all levels of management.

Ability to take initiative and exercise leadership in recommending overall budgetary and performance improvements to division decision-makers.

Ability to solve complex accounting and auditing problems.

Ability to maintain confidentiality.
