Strategic Planning, Capital Investment, Outreach and Program
Evaluation (SCOPE) Service at the Richard L. Roudebush VA Medical
Center. The primary purpose of this position is to conduct the
public affairs programming by planning, designing, and executing a
program which educates Congressional, media, community leaders,
Veterans, Veteran families and caregivers, and the public on the
programs, activities and accomplishments.Learn more about this agencyResponsibilitiesDuties and responsibilities include, but are not limited to:
Creates, enhances, develops and distributes marketing and
informational materials to a wide variety of populations
including federal and state legislative and executive branch
leaders, Veterans, Veteran families, community partners and the
public to increase their understanding and appreciation for the
mission, programs and activities of the agency.
Responsible for understanding the strategic and tactical intent
of the VA organizations which deliver services in the State of
Indiana , and analyzing and evaluating these programs to create
a public affairs and outreach plan that guides VHA leadership on
communicating information to the public.
Responsible for understanding how to communicate with users of
the healthcare system, and then developing strategies and
activities to encourage their engagement and participation in VA
program and activities.
Participates in public speaking engagements, meetings and public
relations events.
Directs media relations, answering inquiries from news agencies,
both print and electronic.
Establishes and maintains good relations with various civic and
professional groups, service organizations, congressional
offices, news media, volunteer groups and the community at
large.
Coordinates and plans communication through print, electronic,
website and social media mechanisms.
Ensures communication is effective to relay information to a
variety of stakeholders related to efforts/activities of the
medical center operations. Public affairs activities will
include coordinating media interviews, developing communication
plans, coordinating agency information programs, etc.

QualificationsTo qualify for this position, applicants must meet all requirements

employees and have held a GS grade any time in the past 52 weeks
must also meet time-in-grade requirements by the closing date of
this announcement. For a GS-12 position you must have served 52

- Specialized Experience: You must have one year of specialized
experience equivalent to at least the next lower grade GS-11 in

Public Affairs Officer, Public Affairs Specialist, or Public
Information Officer serving both internal and external
communication needs for an organization utilizing a variety of
mediums, participating in public speaking engagements, meetings,
public relations evens, answering inquiries and disseminating
information to various social media organizations/venues, etc.Experience refers to paid and unpaid experience, including volunteer
work done through National Service programs (e.g., Peace Corps,
AmeriCorps) and other organizations (e.g., professional;
philanthropic; religions; spiritual; community; student; social).
Volunteer work helps build critical competencies, knowledge, and
skills and can provide valuable training and experience that
translates directly to paid employment. You will receive credit for
all qualifying experience, including volunteer experience.Note: A full year of work is considered to be 35-40 hours of
work per week. Part-time experience will be credited on the basis of
time actually spent in appropriate activities. Applicants wishing to
