ICF is Seeking a Child Welfare Specialist who will be responsible for providing technical assistance, facilitation, and training on child welfare projects within the Child Welfare and Education Line of Business. This position will provide direct service to jurisdictions to state, regional, and local level child welfare contracts. The successful candidate will have broad knowledge of the public child welfare service continuum and of child welfare policy and practice issues as well as collaboration and project management.Key Responsibilities: Establish a “shoulder-to-shoulder” working relationship with the client.

Communicate with client project staff about service delivery to help achieve the goals of the project to which they are assigned.

Develop relationships with other partners providing services as indicated by the project scope and goals.

Maintain expert knowledge about focus of project.

Maintain contextual information to support the project and to be used to inform any providers of service who are working on the project.

Provide direct consultation to the client in the completion of any activities outlined on the scope for the project.

Convene and facilitate project meetings to develop implementation and communication plans.

Work collaboratively with the client to determine readiness for implementation and to develop individual site implementation plans based upon a site readiness.

Lead the installation of projects following a change and implementation model including piloting the practice, analyzing lessons learned, and then scaling up the practice to additional sites.

Create and provide training associated with the implementation of practice models.

Develop tools, protocols, and templates to support the implementation of the practice model.

Create behavioral descriptions or practice profiles.

Provide coaching to sites as they implement a practice model.

Travel to assigned jurisdictions as needed depending on needs of the project.

Other duties as assigned in accordance with workload and priorities.

Basic Qualifications

Bachelors degree in social work, public administration, or related field.

8+ years professional work experience with at least 7+ years of experience training/technical assistance provision in a human services field, preferably in child welfare.

Demonstrated consultative experience, including experience applying research-informed frameworks and strategies for capacity building and implementation.

Ability to build and maintain strong stakeholder relationships for child welfare projects.

Demonstrated ability to create infrastructure and achieve deliverables.

Knowledge of the following:

Change management processes

Child and Family Services Plans

Child and Family Services Review (CFSR) process

Family First Prevention Services Act (FFPSA)

Preferred Skills:

Master’s degree in social work, public administration, or related field.

Experience with the CFSP/APSR process.

Experience with FFPSA.

Experience with Child and Family Services Review (CFSR) process and data-driven decision making.

Experience implementing a broad scale project in a public service system.

Project Management Professional or similar certification.

Professional Skills:

Solid team builder and team player with proven ability to manage competing priorities, perspectives and stakeholder needs.

Strong analytical, problem-solving, and decision-making capabilities.

Ability to multi-task and maintain high-quality results in a fast-paced environment.

Excellent verbal, interpersonal and written communication skills.

Demonstrated, outstanding level of professionalism in providing administrative support, including ability to exercise good judgment, discretion, tact and diplomacy.

Proficient with MS office applications (i.e. Word, Excel, Teams, and PowerPoint).

Experience with training, curriculum development, and facilitation.
