The Office of Technology Services (OTS) was established as a means of recognizing cost savings through the consolidation of State IT assets and resources. The creation of OTS consolidated a wide variety of existing hardware platforms, operating systems, database management systems, networks, third party software, and custom applications. OTS leads the State’s technology procurement process in order to standardize technology over the entire organization, seek efficiencies of operations, maintenance, and scalability of new products introduced to the OTS suite of services which can eventually be offered to all in-scope agencies. Project Description An overall system assessment effort will focus on these major areas during this legacy system decomposition, including but not limited to: business goals, business environment, screens, interfaces, reports and documents, and data conversion. Define the Team Purpose and Objective The objective of this effort is to break down the overall function of the system to improve the understanding of the technical requirements and its relationships. SONRIS is the main data portal that includes oil, gas, and injection information, state land leasing, ground water information, as well as GIS Access and other data
The scope of the proposed services will include the following: One (1) Senior Application Programmer (System Architect):
2+ years of experience with legacy system engineering assessments, discovering the build and details surrounding the system in order to re-build it in a new hosted environment
Analyzes, plans, and recommends system implementations, replacements, improvements, and deprecations of legacy applications
Experience with Object Oriented Analysis and Development within large enterprise level applications required
Knowledge of natural resource legacy systems with ability to identify areas for improvement to develop next generation solutions
Make recommendations regarding the development of new code, reuse or refactoring of existing code, and use of 3rd party and/or open source frameworks
Identify technologies for the implementation of each component and the connections between components.
Design and document plans for the development of the system, including but not limited to system implementation plans, software design documents, high availability and disaster recovery.
Working knowledge of best practices and challenges in the integration and migration of legacy applications
Performs technical planning, system integration, verification and validation, cost and risk assessments.
