This mantra drives us to succeed and act as true partners in advancing our client’s missions.Program Mission… The project you will be working is to modernize an existing contract writing system responsible for managing agency procurement activities. Through a scaled-agile delivery model, the modernization effort encompasses transforming business process and technology from a legacy COTS-based application to a modern low code/no code platform. To achieve the modernization goals, the program has adopted Agile and DevSecOps practices paired with Human Centered Design to create a suite of user-centered web applications on a modernized platform. Requirements
Expert experience managing a Product Backlog (e.g., prioritizing and negotiating, clarifying requirements, defining MVPs, developing roadmaps, soliciting customer feedback).
Driving product vision into delivered products and solutions
Highly collaborative with Agile teams, users, and business stakeholders to drive balanced products to satisfy program priorities
Highly Analytical – Must embrace the scientific method, find data-driven methods and problem solving “second nature”, and leverage quantitative analysis in all aspects of the role.
In-depth knowledge of and experience with several Agile frameworks (e.g., Kanban, Scrum, XP, Lean, DevOps, SAFe, etc.).
Experience in Agile tools (Atlassian preferred).
Experience in defining clear Acceptance Criteria.
Competent in Business Process Model and Notation (BPMN).
Demonstrated ability to work with engineering and analytics teams to discuss technical concepts, make tradeoffs to remove roadblocks, and evaluate new ideas.
Understanding of transactional systems, reporting systems, and data warehousing.
Strong written and verbal communications skills, including the ability to communicate solutions effectively to technical and non-technical audiences.
Experience with product discovery and design thinking.
Technical understanding to connect technical concepts to both technical and non-technical audiences.
Innovative thinking – ability to learn new tools and techniques and apply them to the program.
Ability to obtain a Public Trust Clearance.
Desired Skills:
Experience with federal acquisition and contracting organizations
Understanding of the Federal Acquisition Regulation (FAR)
Experience with Appian or other low/no-code platforms
Understanding of Human Centered Design and UI/UX principles
Exposure to DevOps practices as it relates to fast paced agile software development.
One or more Agile certification(s) – Certified Scrum Product Owner (CSPO) SAFe Program Consultant (SPC), Certified Agile Coach, etc.
Years of Experience: 5+ years of product management experience - Federal Agile experience preferred.Education:
Bachelor’s degree (BS, BA) or equivalent experience, Advanced Degree preferred.
A Master's degree may be substituted for 2 years’ professional experience.
Education in Statistics, Mathematics, or Computer Science is preferred.
