Position Overview:
Nationwide IT Services is seeking candidates to support the U.S. Army Medical Research Acquisition Activity (USAMRAA). The Standard Procurement Systems (SPS)/Procurement Desktop-Defense (PD2) Functional Administrator serves as a Tier III help desk support element for the USAMRAA SPS operational user community, providing functional systems support for USAMRAA’s ongoing mission requirements and needs.

The SPS/PD2 Functional Administrator (FA) provides support to the USAMRAA SPS operational community in functional capacity. This includes the capability to diagnose, troubleshoot, and resolve issues affecting the SPS/PD2 client application reported by USAMRAA end users and those issues identified by external contracting organizations, such as contract error reports, etc.
Duties and Responsibilities:

• PD2 application support for USAMRAA end users.
• Managing user accounts and access, the site security model, and vendor/organization maintenance.
• Resolving issues with external reporting and financial systems such as FPDS-NG, GFEBS, and WAWF (EDA).
• Development of Standard Operating Procedures (SOP).
• Change, create, and run acquisition reports such as, but not limited to: Federal Procurement Data System-Next Generation (FPDS-NG), Procurement Data Standards (PDS), Contract Deficiency Reports (CDR), Verification and Validation (V&V), Anomaly Reports, Virtual Contracting Enterprise (VCE) reports and Virtual Contract Files (VCF).
• The FA must rely on knowledge of DoD contracting procedure along with system design and functionality knowledge to identify, troubleshoot, and resolve issues reported by USAMRAA end users.
• The FA also serves as a backup to the Database Administrator who is responsible for the management of USAMRAA’s database and the creation and execution of reports (both scheduled and ad-hoc) via VCE-Business Intelligence (BI), PD2, and other Army of DoD Business Intelligence systems.
• Management of USAMRAA SQL databases.
• Generation of scheduled and ad-hoc reports

The FA functions as a Tier III help desk support element in support of USAMRAA users and collaborates with external organizations in order to resolve both technical and functional issues affecting the SPS systems and USAMRAA end users (SPS/CACI Help desk, GFEBS help desk, AESD, DLA/GEX, USAMRAA Help desk, etc.). Other duties as assigned.
Job Qualifications:

• Active Secret Clearance
• Security+ Certification
• Basic understanding of Microsoft Powershell.
• Ability to read/write Powershell scripts.
• Capable of managing multiple tasks of varying priorities.
• Strong verbal communication skills, with an ability to communicate IT-related information to non-IT audiences.
• Excellent written communication skills, with an ability to produce and maintain standard operating procedure documentation.
• Ability to work well with others.
• Proficiency with Standard Procurement Systems (SPS)/Procurement Desktop-Defense (PD2), Sybase (SQL), MS Access, MS Excel,
• Experience with SQL scripting, report writing, VCE-BI Knowledge and experience with Government Contracts and Automated contracting systems/databases and procedures.
• 3-5 years of experience preferred
