SummaryThis position is located in the National Institutes of Health (NIH), Office of the Director (OD), Office of Human Resources (OHR), Workforce Relations Division (WRD), Leave, Payroll and Workforce Support Branch (LPW).The incumbent serves as the supervisor for the Payroll Liaison Team, as well as the Leave Policy and Workplace Flexibilities Team within the LPW Branch for the National Institutes of Health (NIH).ResponsibilitiesAs a Supervisory Human Resources Specialist (Payroll and Workplace Flexibilities), your duties will include, but are not limited to the following: Reports directly to the Chief of the Leave, Payroll and Workforce Support (LPW) Branch with responsibility for the oversight, program and project management for the Payroll Liaison Team, as well as the Leave Policy and Workplace Flexibilities Team Provides expert technical policy guidance and oversight to programs related to NIH leave and workforce flexibilities. Oversees the effective implementation of various guidance and regulatory updates and modifications to the NIH leave and flexibility authorities Serves as the agency liaison with the Office of Personnel Management (OPM), Department of Health & Human Services (HHS) and Defense Finance Accounting Service (DFAS) Leads a team which provides advisory services on all matters pertaining payroll processing, leave policy and workplace flexibilities Advises on HR systems related to payroll processing Engages with a variety of customers, partners, and stakeholdersRequirementsConditions of EmploymentQualificationsYou qualify for the Supervisory Human Resources Specialist Supervisory Human Resources Specialist (Payroll and Workplace Flexibilities), GS-0201-14 level, if you meet the following qualification requirement: You must demonstrate in your resume at least one (1) year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: overseeing advisory services on all matters pertaining to payroll processing and leave policy; establishing and implementing guidance on changes to HR Information Systems used for payroll processing ; providing technical guidance on federal policies and procedures as they pertain to leave policy and workforce flexibility programs; analyzing federal guidance and regulations to provide guidance on unique and complex questions regarding employee pay and leave; and providing informational briefings on organizational workplace flexibility options.
