Our commitment is to excellence, building a culture of trust, respect, and open communications with our customers to deeply each successful mission.VT Group is seeking an Installation Training Officer in Patuxent River, MD.Plans, develops, and coordinates installation integrated exercise requirements based on installation Mission Essential Task List (METL). Coordinates sufficient installation integrated exercises to ensure installation readiness and meet CNIC directives and instructions. Identifies deficiencies and capability gaps in installation exercise and provides solutions to unique training situations using the CNIC Shore Response Training Plan (SRTP) as guidance.

Develop and implement the annual installation exercise plan to meet the requirements of the SRTP and executes the four quadrants of the Navy Warfare Training System (NWTS) for the installation. Exercise plans will be drafted to take advantage of previous lesson learned/observations and recommendations.

Execute realistic, policy based, and Navy Mission Essential Task (NMET) driven exercise events that validated training requirements and prepare the installation for emergency / contingency operations.

Ensure installation Anti-Terrorism/Force Protection (ATFP), Emergency Management (EM), Emergency Preparedness (EP), Command Control and Communication (C3), and Exercise Plans are aligned with the NWTS and other Type Commander/NETC/Force Provider training initiatives.

Oversee the integration of NMETs for installation exercises and assessments, for further entry into the Navy Training Information Management System (NTIMS). This effort assures accurate data entry for integration into Defense Readiness Reporting System (DRRS).

Analyze and asses the installation’s readiness with regard to the training pillar of DRRS. This will include identification of program deficiencies, misalignments in manning, training and equipment and capability gaps in the installation’s effectiveness.

Develop and promulgate improvement plans (POA&Ms) to correct deficiencies and gaps discovered during assessments.

Prepare assessment reports and maintain current and historical data for assigned programs.

Develop reports, metrics and conducts briefings for management officials, Commanders of subordinate activities, and other high level officials on findings and conclusions of assessments and analysis of program deficiencies, improvements, and corrective actions.

Assist the Commanding Officer, XO and installation Operations Officer by maintaining and reporting monthly on the installation’s mission readiness by compiling exercise records and reports.

Assist in assessing training effectiveness during integrated exercises and provide effective feedback to improve training quality and efficiency.

Develop realistic, likely-threat, and NMET-based integrated exercises that are based on validated mission requirements.

Serve as the primary liaison with local municipal governments and emergency management councils when joint training opportunities exist. Coordinate and de-conflict exercises with other programs, tenants, and outside organizations.

Implement CNIC's Exercise program; serving as coordinator for the installation's Planning Board for Training (PB4T) to de-conflict training and exercise events.

Directly supports the XO/CSO the ITT Leader in all ITT efforts, by providing the necessary coordination among mission area training teams to develop and execute integrated exercise.

Develop Drill packages by coordinating input from ITT members.

Submit After Action reports (AAR) and Lessons Learned (LL).

Develop and track Command Improvement Plans (CIP).

Engage and involve tenant commands into installation exercises.

Ensure Operational Risk Management (ORM) procedures are used.

Provide ITT PQS oversight.

Serve as the installation SME for all integrated exercise matters to include Planning, Briefing, Execution, and debriefing (PBED) process ad supporting ITT accordingly.

Qualifications

Knowledge of the principles and techniques used in development, assessment, and improvement of training, readiness and exercise programs, objectives/tasks, and evolutions including approved training procedures, safety precautions, emergency action plans and procedures, training facilities and equipment.

Able to manage small groups in independent or analytical thinking to identify and resolve readiness related issues with innovative programmatic solutions. From readiness levels through the operating levels of Knowledge, skills, and abilities (KSAs), use an instructional systems development approach to support the improvement Navy, CNIC, and Region training and exercise programs.

Knowledge of instructional systems and exercise design planning in order to analyze and develop cohesive and robust individual training plans for the installation.

Must have planned, developed, conducted and assessed operational and training exercises to include the integration of multiple mission capability areas with mutual agreement partners.

Must possess the ability to professionally communicate in an oral and written capacity. They must prepare and present recommendations and solutions regarding complex issues based on analysis and evaluation to include presentation of reports, proposals, charts, analysis and graphs for use by senior leadership.

Must have in-depth knowledge of military command structure, missions, programs, and organizational relationships in addition to a thorough knowledge of quantitative and qualitative methods and techniques in order to develop realistic and challenging integrated training standards that encompass the wide range of installation missions and functions, including emerging requirements.

Knowledge of Universal Joint/Navy Tasks Lists, Joint Mission Essential Task List (JMETL), and Navy Mission Essential Task List (NMETL) and their inter-relation to individual, unit, and group training.

Knowledge and familiarization with DRRS requirements and procedures.

Ability to use interpersonal skills to present and negotiate alternative solutions to resolve complex issues and problems.

Skill in oral and written communication to prepare and present recommendations and solutions regarding complex issues based on analysis and evaluation, including the preparation and presentation of reports, proposals, charts and graphs, etc. for use by senior leadership.

Knowledge of training and management information system(s).

Knowledge of budgetary process as it relates to identifying funding allocations and requirements for training readiness.

Must hold an active Secret security clearance.

Must be able to travel 10 days per calendar year.

Must possess a valid state driver's license. Occasional overtime, weekend and late night work periods may be required to ensure timely and professional accomplishment of the command's mission.
