This job opportunity supports the US Census Bureau’s IT Program Management Office (IT PMO) in Suitland, MD. The IT PMO provides centralized development and oversight of budget, resources, schedules, risks, and earned value for projects by selecting, prioritizing, evaluating, and monitoring them. This promotes a culture of project management that will reduce project costs, reduce project risks, better estimate staffing needs, better estimate project costs, and resource needs, and improve project quality.
The Candidate shall support the established IT Governance boards (including, but not limited to: Census IT Directorate Project Review (CIPR), Risk Review Board (RRB), and the Technical Solution Assessment (TSA). This includes any or all of the following:

  • Planning, preparation and distribution of advance materials (physical or electronic).
  • Taking minutes and action items.
  • Facilitating meetings (including logistics).
  • Planning, coordinating, and communicating the agenda.
  • Tracking action items.
  • Posting information via SharePoint and monitoring.
  • Disseminating information via public mailbox.
  • Support of Capital Planning and Investment Control (CPIC) deliverables and documentation of best practices and standard operating procedures related to CPIC processes and tools
  • Support CPIC for Major IT Business Case Investments in accordance with OMB A-11 circular guidance (Capital Planning Guide)
  • Provide CPIC Analytics support for mandated Census business and technical artifacts by coordinating development / review / baseline / control of artifacts to coincide with project and IT Security Authority to Operate assessment schedules
  • Provide support in the execution of IT project management utilizing and documenting best practices, processes, and standards in alignment with B mandates related to IT project management and OMB Exhibit 300 requirements
Additionally, the candidate will support project planning efforts, including any or all of the following:
  • Reviewing and implementing IT investment guidance documentation, operational procedures, scoring criteria, and templates to build a strong framework for the management, control, and reporting of the IT Infrastructure investment.
  • Provide services in reviewing and providing comments and support to the IT PMO regarding presentations and supporting documentation.
  • Collect and analyze monthly Earned Value Management (EVM) data, collect and provide performance reports and operational analyses.
  • Prepare monthly and ad-hoc reports for the Information Technology Directorate (ITIM) branch, DOC, OMB, and the Government Accountability Office (GAO).
  • Responding to audits and data calls regarding IT investment management.
  • Bachelor’s Degree
  • 6 Years minimum experience
  • Ability to obtain a Public Trust Security Clearance
