Job Description

Job Duties

The Spectrum Technical Lead (TL) will be:

  • Responsible for overseeing multiple technical team(s) maintaining or developing spectrum software applications and systems
  • Technical interface to the Government, to include other vendors and stakeholders for technical matters
  • Subject matter expert for spectrum studies, manage the spectrum operations (from planning through to execution), to include applying the concepts and principles of: current and emerging spectrum management business processes; deconfliction engineering analysis; frequency assignments; and emerging spectrum technologies
  • Manage business process improvement practices to reengineer spectrum management and interference analysis methodologies/principles and business process modernization projects
  • Produce high quality presentations and reports for the customer to communicate the studies, analysis, research and results
  • Perform spectrum engineering and analysis of radio frequency assignments, protocols and criteria
  • Manage multiple concurrent tasks
  • Actively participate in assessing alternative solutions for client needs as well as resolution of issues with stakeholders to ensure design is aligned with requirements
  • Providing technical direction to the design and development teams
  • Coordinate and communicate with manager and team to successfully achieve all business objectives
  • Ability to assist in the development and peer review of plans, technical solutions, and related documentation

Qualifications

Skills Required:

  • Working knowledge of spectrum management/engineering concepts, principals, and associated requirements with special focus on: Electromagnetic Compatibility (EMC) Coexistence; Current and emerging DoD and Association of Broadcasters/SBE spectrum management business processes; Spectrum de-confliction engineering analysis; Frequency assignments; Emerging spectrum technologies.
  • Demonstrated expertise in creating and maintaining custom software web applications using .NET, business intelligence technologies
  • Experience leading the technical teams for multiple software applications simultaneously
  • Demonstrated experience designing, coding, deploying, and testing applications according to the requirements and industry best practices
  • BS/MS degree in Electrical,, Mechanical or Aerospace Engineering or a BS/MS degree in science or math
  • 10 years of relevant experience
  • 5 years of relevant experience leading and implementing web applications
  • Knowledge of spectrum management business processes; deconfliction engineering analysis; frequency assignments; and emerging spectrum technologies
  • Experience collecting and processing system engineering data, performing statistical and deterministic analysis and charting results
  • Significant experience in understanding business needs and guiding team to deliver successfully to meet them
  • Experience in leading Agile ceremonies such as Sprint planning, stand-ups, retrospective meetings
  • Understanding of the .Net and Java language based development
  • Hands-on experience with MATLAB, FORTRAN/C language(s), or database software for developing or modifying engineering models used for analytical task
  • Experience working with databases like Oracle, SQL Server etc., to perform data analysis and provide relevant insights
  • Ability to support debugging and troubleshooting skills with attention to detail
  • Team player with the ability to lead teams in a fast paced environment
  • Highly organized, Energetic, Creative, Passionate, Works well with others
  • Excellent verbal, interpersonal and written communication skills
  • Secret Clearance

Nice to Have:

  • Candidates with DISA experience will be preferred
  • Candidates with Scrum Master, Microsoft certifications will be preferred
  • Experience with applying CMMI L3 or higher processes on projects and programs
  • Awareness of current and emerging DoD and National Association of Broadcasters / Society of Broadcast Engineers (NAB/SBE)
  • Hands-on experience with RF tools such as Spectrum analyzer
  • Familiarity with ICAO SARPS, NTIA Manual

This is a full time position paying a base salary, full benefits, and has possible bonus potential based on merit and performance
