Volt Workforce Solutions is currently seeking a Software Engineer that serves in a Scrum Master role, managing technical work efforts of 50+ software engineers; Work in tandem with the Software IPT lead to manage multiple sprint teams across multiple geographic locations; Collect and maintain velocity, burndown, and other agile metrics to measure team performance; Maintain software quality within acceptable defect rates and ensure timely defect resolution; Ensure adherence to all Army standards, company policies, and software development best practices; Lead daily stand-ups with all teams to address progress and roadblocks; Recruit and retain professional software engineering staff within budget; Oversee the design, development, troubleshooting, and debugging of mission critical software source code using modern software development languages and tools, such as Java; Apply and enhance the software development processes and methodology in a mixed waterfall and agile program environment; Use development operations, collaboration and source control tools including Jira, Confluence, and Git/Bitbucket; Support complete and accurate technical system documentation and specifications across the program lifecycle; Plan and estimate development tasks and work to improve performance metrics; Implement software coding standards and ensure all code developed is maintainable and matches specifications; Lead unit testing of code, including manipulation of data for analysis of system requirements; Manage software defect resolution during all phases of the software development lifecycle; Interact regularly with customer representatives to elaborate on requirements, convey technical approaches, and report software development status; Coordinate software development team activities with other program teams, including the test and evaluation, system engineering, and program management teams; Identify, assess and manage program risks related to software development activities; Interact directly with Control Account Managers to manage work authorizations, earned value definitions and updates, and overall costs associated with the software development team; Other duties as requiredPlans, conducts, and coordinates business programming applications activities in areas such as finance, human resources, and marketing.Conducts and prepares feasibility studies for new data processing applications or revisions to existing systems.Prepares system development cost estimates, budgets, and schedules.Prepares and presents project proposals to management and user departments.Establishes programming standards and program documentation requirements.Reviews status of system applications and prepares recommendations for systems improvements.Monitors design processes and prepares reports on systems projects. Selects, develops, and evaluates personnel to ensure the efficient operation of the function.SCOPE: Receives assignments in the form of objectives with goals and outlines of processes to meet goals. Provides direction to employees according to established policies and management guidance. Responsible for directing the activities of a software applications development function. Oversees the analysis, design, programming, debugging and modification of computer programs for end user applications.PROBLEM COMPLEXITY: Works on complex tasks where analysis of client's data requires an evaluation of numerous. Exercises independent judgment within broadly defined procedures and policies in selecting methods and techniques for obtaining solutions. Ensures project budget, schedules, and performance requirements are met.IMPACT: May establish organizational goals and objectives. Erroneous decisions will result in critical delays and have serious financial impact to the organization and may jeopardize a business unit's performance.LIAISON: Frequently interacts with subordinate supervisors, outside customers, and functional peer managers. Interaction normally requires the ability to gain cooperation of others, conducting presentations of technical information concerning specific projects and/or schedules.LEADERSHIP AND MANAGEMENT: Manages the activities of a department with responsibility for results in terms of costs, methods and employees. Performs full range of managerial duties for employees supervised, including recruitment, salary administration, performance reviews, counseling, and employee development. Is responsible for maintaining good customer relations to explain technical tradeoffs.KNOWLEDGE/SKILLS AND ABILITY: Has comprehensive knowledge of software field, sufficient knowledge of the domain area, and the ability to complete difficult and complex assignments. Has mastery of the job. Possesses strong analytical and reasoning skills as well as the ability to express complex ideas and devise innovative solutions. Proficient with software development tools and languages.TYPICAL EDUCATION AND EXPERIENCE: Bachelor's degree and 8+ years related experience. Task and/or project management experience preferred.
