AECOM has an excellent career opportunity for a creative, highly talented and experienced Project Controls and Compliance Specialist for the federally-funded Partnership for Global Infrastructure and Investment (PGI) with responsibility for lifecycle program controls management for financial planning, project delivery, in addition to providing monthly project cost control reporting on budgets, schedule, and cash flow. PGI will provide infrastructure project design and delivery support to remove barriers to strategic infrastructure opportunities, such as economic, legal, regulatory, technology, environmental and safety barriers. PGI will provide infrastructure transaction advisory services and technical assistance on a flexible, rapid response basis to specific public or private sector projects that resolve legal, technical, or regulatory barriers to implementation.The Project Controls & Compliance Specialist will work closely with the Chief of Party (COP), Operations Manager, Pricing Specialist, and Project Manager.
Responsibilities of this position include, but are not limited to: Maintain knowledge of USG regulations and policies relevant to risk management and compliance.Manage subcontractor setup, invoice review, and payment tracking in AECOM databases (Coupa and Oracle).Utilize cost control systems to establish, monitor, and control cost performance, including budget development, realignments, and quarterly estimates.Perform end-to-end billing activities, ensuring timely and accurate invoice submission to clients in compliance with established policies and procedures.Assist with Work Assignment entry and modifications in AECOM's project management system (Workbench).Support internal controls assessments, management processes, and external/internal audits.Monitor and track compliance issues, including preventing USG resources from reaching sanctioned groups.Implement compliance monitoring and evaluation procedures for portfolio management.Assist in month-end and year-end closing activities related to accounts receivable.Support Project Manager in tracking LTTA/STTA personnel allowances and contractual reporting requirements.Collaborate with internal/external stakeholders to ensure project financial health and compliance with USG regulations.
