Behavioral Health Program Manager, LICSW

The Behavioral Health Program Manager will work closely with Tufts Medicine staff/Lowell General Hospital to help ensure that patients receive comprehensive and coordinated emergency psychiatric care at Lowell General Hospital engage other administrative leadership functions as they arise. They will provide clinical supervision of behavioral health clinicians and lead strategic administrative functions essential to the ESP team. Namely, in partnership with key stakeholders, they will lead scaling of the ESP program at the hospital, participate in implementation of EPIC and training needs for the ESP team. Duties and Responsibilities: Manage the ESP program and clinicians. This includes oversight of training, schedules, performance review appraisals, quality assurance reviews of documentation, payroll, and support for fellow leaders with patient feedbacks.

In partnership with hospital and state, measure and track patient follow up and clinical outcomes using a registry. Support documentation of key performance measures and encounters through Microsoft office suite existing systems and Epic.

Ensure documentation of patient progress and treatment recommendations in the electronic health record.

Identifies specific physical, emotional, educational, and cultural needs of patients and completes an assessment including their functional, health, psychosocial and income status. Determines level of care and appropriateness for community services or programs. Reports any signs or symptoms of neglect or abuse as mandated.

Consults with the patient and family regarding how to meet his/her goals and identifies and addresses any barriers to meeting the plan of care. Follows up as necessary to make sure the patient is meeting their goals. Educates patients on the levels of health care (outpatient, acute community-based treatment), community resources, and advance directives.

Working knowledge of evidence-based psychosocial treatments and brief behavioral health interventions for common mental health disorders, when appropriate (e.g. motivational interviewing, problem-solving treatment, behavioral activation). Experience with evidence-based treatment techniques strongly preferred.

Refers to and collaborates with outside agencies, facilities, payers, and other relevant community resources, such as behavioral health clinicians, behavioral health navigators, and behavioral health navigators, to refine the plan of care to meet the changing needs of the patient and connect to addiction treatment programs as needed.

Develops trusting, professional, caring relationships with patients and families, engaging respectfully and with utmost attention to service.

Maintains collaborative, team relationships with peers and colleagues in order to effectively contribute to the ESP’s achievement of goal, and to help foster a positive work environment. Maintains compliance with all mandated regulations of state and federal agencies. Master's degree required

5 years of experiences as a Social Worker desired

LICSW required

Experience working with behavioral health needs and substance abuse disorders preferred

Experience working with Medicaid population preferred

Knowledge and Skills:

Knowledge of community programs, behavioral health providers, and addiction treatment programs

Excellent interpersonal, conflict resolution, and communication skills telephonically as well as face-to-face

Demonstrates ability to work well with people of various ages, backgrounds, ethnicities, and life experiences

Ability to work independently with minimal supervision and as part of a team

Proficiency with Electronic Medical Records and possess a willingness and ability to learn and utilize new technology and procedures that will continue to develop in their role and throughout the organization

A working understanding of billing and diagnosis codes

Comfort with technical solutions such as: registries, telehealth, EHRs, etc.

Detail-oriented, with strong organizational skills and multi-tasking abilities

Solid working knowledge and proficiency with technology and business software (Microsoft Office)

Must have reliable transportation for local travel and a valid driver’s license

Fluency in a second language preferred but not required
