Flexible work location and schedule is available, including remote work options.Salary Range: $34.600 to $51.901 Salary negotiable and commensurate with education and/or experience, if approved.301 Centennial Mall South Lincoln NSOB8AM-5PM M-FExamples of WorkThis position oversees the Lifespan Health Services Unit (LHSU) within the Division of Public Health, which contains a variety of important programs encompassing a staff of approximately 65 people and a multimillion dollar budget of state and federal funds. This position is critical to ensuring efficient operation and alignment with Division goals and objectives. In addition, this position has the following duties: Provide leadership for priority-setting, planning, and policy development for state-level public health efforts targeted to the maternal and child population (infants, children, youth, and women of child-bearing age, henceforth referred to as the MCH population) and for women and men within a life course health development framework. This includes evaluating the departmental impact of draft legislation as requested. Provide general direction for and coordinate multiple grant programs that offer a wide range of public health services to the MCH and lifespan populations. Includes Reproductive Health Program, WIC, Home Visiting, Commodity Supplemental Food Program, Title V/MCH Block Grant, Immunization Program, Every Woman Matters (breast and cervical cancer screening), WISEWOMAN, Women's Health Initiatives, colorectal cancer screening, and several smaller grant programs. Assure accountability for these grant funds through proper grant management practices, subrecipient monitoring, cooperation with the state auditor’s office, and compliance with state and federal requirements. Analyze complex systems impacting the health and well-being of women, men, children and families, such as early care and education, primary health care, management of chronic diseases, and child welfare. Research best practices and incorporate findings into program planning and/or recommendations for agency-wide policies. Direct supervision of 8 program management, 2 professional, and 1 support staff, including communicating expectations, monitoring performance, providing feedback and guidance, and planning for professional development. Also includes application of personnel related rules, regulations, policies, and contract provisions related to recruitment, hiring, promotion, discipline, etc. Indirect supervision of approximately 65 permanent or contract staff within the Unit. Perform or oversee the performance of administrative activities, assuring that agency policies are followed and accountability maintained. Includes budget development, review/approval of expenditures, budget monitoring, and similar tasks. Confer with the agency CEO, COO, Division Director(s), Deputy Director(s) and other management staff using monthly dashboards and metrics regarding strategic plans, efficiencies, policy, and administrative issues. Participate in agency decisions impacting public health services for target populations. Participate in or lead Agency/Division initiatives including process and quality improvement.Qualifications / RequirementsREQUIREMENTS: Bachelor's Degree in public administration, social work, human development, public health, behavioral science, law, finance, human resources or other program related field AND four years of experience in a field related to the assigned program area including supervisory experience; OR a Master's degree in any of the above mentioned fields and two years commensurate experience. Equivalent experience or coursework/training may be substituted for the educational requirement on a year-for-year basis.PREFERRED: Preferred qualities include experience with grant management, collaborative work, strategic planning/priority setting, using data to make decisions, and working with populations experiencing a disparate burden of negative health outcomes.Knowledge, Skills and AbilitiesKnowledge of: operation of federally funded programs, implication of federal/State laws and regulations on programming, business and management principles including strategic planning, resource allocation, human resources, leadership and coordination of people and resources; principles of supervision and staff development; budget administration practices.Skill in: communicating to convey information so others will understand; using logic and reasoning to identify strengths and weaknesses of alternative solutions; identifying complex problems to develop and evaluate options and implement solutions.Ability to: learn, apply and interpret agency policies and procedures; identify and relate pertinent pieces of information to form conclusions; establish program objectives or performance goals and assess progress; identify and analyze organizational and operational problems and develop and implement timely and economical solutions; formulate policies to meet identified needs, goals or objectives; respond tochanges in direction, priorities and agency values; perform high level analysis; apply principles of logic or synthesis functions involving planning and direction of interrelated activities in multiple departments; identify and integrate concrete and abstract variables to formulate approaches to major problems; exercise judgment, decisiveness and creativity in critical and/or unexpected situations; establish and maintain satisfactory working relationships with managers/administrators, community organizations, elected officials and the public; plan, assign and supervise the work of others.
