Regular/TemporaryRegularAdd to Favorite JobsEmail this JobResponsibilitiesThe Technical Accounting Specialist supports the division director and management by providing technical accounting advice and guidance for OPPD accounting and reporting in support of the financial derivatives activity, implementation of new accounting standards, defining OPPD financial reporting standards and preparation and issuance of OPPD audited financial statements. This position independently conducts and coordinates accounting research activities, the preparation of financial reports, and the accounting for financial derivative instruments.Independently coordinate and develop technical accounting issue white papers and accounting research activities.
Stay current on finalized and proposed pronouncements issued by the Governmental Accounting Standards Board (GASB) or other authoritative agencies.
Research and analyze accounting guidance and develop issue white papers specific to OPPD’s implementation efforts.
Lead cross-functional OPPD teams and project-manage the implementation of such accounting standards.
Act as a liaison between other areas of OPPD to support accounting-related efforts from business structure changes, new transactions or changes in product offerings.
Coordinate the preparation of financial statements for OPPD.
Gather applicable information for all quarterly and annual financial statements for OPPD including benefit plans.
Prepare OPPD financial statements in accordance with applicable accounting standards and ensure they accurately represent OPPD’s financial position.
Act as a liaison with OPPD’s external auditors to provide information in support of the financial statement audits.
Act as the accounting lead supporting the preparation of Official Statements and other materials related to OPPD’s participation in the municipal debt market.
Provide internal executive and management financial reports.
Provide regular updates on OPPD’s monthly financial statements.
Develop management reports and financial dashboards for fiscal oversight to be used by decision makers.
Ensure reports are accurate and complete.
Coordinate the accounting requirements and financial reporting for OPPD’s financial derivatives portfolio.
Provide independent advice on OPPD’s derivative accounting policies and procedures for gathering and evaluating information for OPPD’s derivative instruments in accordance with applicable accounting requirements.
Design and implement internal controls for the accounting and reporting of derivative instruments.
Perform the required effectiveness testing for OPPD’s derivative instruments.
Ensure the appropriate recording and reporting for OPPD’s derivative instruments in accordance with applicable accounting requirements.
Perform financial analysis and specialized cost studies.
Gather the needed information to perform the analysis or study and establish the criteria to evaluate against.
Report the results of the analysis or study and incorporate feedback.
QualificationsRequired:
Bachelor’s Degree in Accounting or related field
Professional certification (CPA or CMA)
Five years of accounting, auditing or related work experience
Comprehensive knowledge of Generally Accepted Accounting Principles (GAAP)
Experience performing accounting research
Solid leadership skills and proven ability to build solid relationships
Requires thoroughness, accuracy, excellent documentation and organizational skills and strong problem solving abilities
Desired:
Master’s Degree in related field (MBA preferred)
Experience with Governmental Accounting Standards (GASB)
Utility and FERC experience
Experience creating financial reports
