Project Overview-In 2017, the Nevada Secretary of State contracted with a software vendor to procure a new Commercial Recordings system, replacing a set of legacy systems the agency had been utilizing. Challenges with the project including missed requirements and expanded scope that was not afforded additional time on the project schedule lead to an abbreviated testing cycle, which in-turn lead to the agency going live with a larger-than-optimal number of high priority issues.

In July of 2019, the agency and vendor went live with the Cenuity system. As of December, 2021, the number of unresolved Critical and High priority issues combined with the number of enhancements that have been identified is having an operational impact on the agency and our customers. Though the implementation project was closed out and the team that supported it has moved on to other projects, the agency finds that it still needs the support of a team of experienced, dedicated software development professionals who can support us in focusing on and tackling the remaining backlog and engaging with our vendor.Project Manager Scope:
As Project Manager, your primary goal will be to work through and shrink the backlog of bugs and enhancements for the agency s main Commercial Recordings software product. The product name is Cenuity. A list of tasks and responsibilities associated with this goal follow:

  • Report regular status to project stakeholders and to the project Steering Committee.
  • Interface between the software vendor and the SOS.
  • Interface with the Product Owner team to manage and prioritize their product backlogs of bugs and enhancements
  • Manage and track software releases from the point at which the software vendor commits to the items that will be delivered in the release, through development, UAT, deployment and concluding with post-deploy documentation.
  • Develop product release testing plans with scripts and schedule.
  • Execute test plans including support for Product Owners and designated SMEs to conduct release UAT.
  • Develop a serviceable understanding of the software product, the business functions that it supports, and the stakeholder community (both internal to the agency as well as external) impacted by it.
  • Provide training to agency staff on procedures involved with grooming of product backlog, software releases and related processes.
  • Establish Key Performance Indicators (KPIs) for measuring and tracking over time the performance of the software vendor and the agency product support team.
  • Propose changes to procedures to improve vendor and agency performance in terms of the following key metrics: number of Story Points delivered with each software release, Delivery of release on-time, release quality, etc.
  • Engage the product Steering Committee by conducting regularly scheduled Steering Committee meetings to include at least the following:
    • Scheduling and re-scheduling as necessary
    • Drafting and sending meeting agendas
    • Providing updates on software release status
    • Providing a running summary of outstanding bugs and enhancements
    • Provide running summaries of all other established product team KPIs
  • Support the agency during critical Production-outage situations including running communications with the vendor and key agency stakeholders, coordination of resources for troubleshooting and submission of bug details as necessary.
  • Establishment of product Enhancement requests following established procedures including coordinating SMEs and Product Owners, elicitation of requirements, submission of CR to vendor, engagement w/vendor on analysis, CR signoff and then placement onto the product backlog for future prioritization and grooming.
Experience and Skills Required (listed in order of Importance):
  • Project Management Certification; PMP, CAFM, PMI-ACP or Prince 2; or a combination of formal project management training and a minimum of 18 months of project management leadership in a relevant functional or technical field
  • Communicates clearly in English, both verbally and in writing, with project team members and stakeholders
  • Intermediate level proficiency with Microsoft Office 365 including Outlook, Word, Excel, PowerPoint and Visio
  • Verifiable, direct experience using MS Word and Project to develop project plans and resource-loaded schedules with milestones
  • Verifiable, direct experience using TFS to manage product backlog, bugs/issues/enhancements and test cases
  • Adept at conveying project health and progress via presentations and project reports to mid and senior-level management
  • Verifiable, direct experience in monitoring the development, management and improvement of business processes
  • Verifiable, direct Software/Systems Development Life Cycle experience using Agile-Scrum methodology
  • Adept at organizing and facilitating meetings, writing reports and achieving deliverables
  • Demonstrated competency in coordinating and collaborating across multiple agencies/business units, vendors and project teams
  • Demonstrated experience and proficiency with management of software vendors:
    • Establishment of challenging but achievable goals and objectives relating to deliverable timelines
    • Establishment of procedures for a regular software release process
    • Training on procedures
    • Management of a regular software release schedule
    • Creation of a test plan and scripts to test a software release
  • Demonstrated experience supporting a team of software Product Owners including support of tasks including:
    • Establishing a regular schedule and cadence of tasks involved with backlog grooming
    • Properly formatting and submitting bug
    • Identifying, documenting and submitting enhancement requests
    • Product backlog grooming including establishment of a regular schedule
    • Training non-technical product owners on backlog grooming and testing procedures
  • Proven interpersonal skills and competencies using a positive, proactive, resolute and patient attitude when dealing with people in the workplace.
