Integrated Statistics i slooking for an Environmental Specialist to work with National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Service (NFMS) Greater Atlantic Regional Field Office (GARFO) in Sandy Hook, NJ.

The Environmental Specialist would support the NMFS GARFO, Habitat Conservation Division (HCD). The HCD strives to protect, conserve and restore habitats of our living marine resources, reviewin thousands of development projects proposed, funded or authorized by federal agencies each year. These reviews may pertain to activities such as requests for federal permits or licenses to dredge/fill wetlands and waterways, disposing of dredge material in nearshore waters, building coastal structures and infrastructure, flood control and coastal storm protection structures, and energy development (eg. wind farms, oil and gas facilities, hydrokinetic facilities and traditional hydroelectric dams), to name a few. Additionally, HCD works with the Mid-Atlantic and New England Fisheries Management Councils to ensure that Council/NOAA fishing activities minimize adverse impacts to habitats of living marine resources. If coastal development projects or fishing activities have the potential to adversely affect marine, estuarine or diadromous species or their habitat, the HCD undertakes a consultation process with the federal agency resulting in the development of conservation recommendations for the agency on how best to avoid, minimize or offset the adverse impacts of the actions.

This position is concerned with regulatory and analytical processes, rather than with field research.

Duties

The Environmental Specialist provides technical services, assisting with consultation obligations under the MSA, FWCA and NEPA. Areas of assistance to HCD include:

Reviews EFH assessments, NEPA documents and other environmental documents to determine quality, completeness, and need for additional analysis or information.

Provides technical analysis of EFH assessments and NEPA documents focusing impacts to living marine resources and on best management practices that could avoid, minimize or mitigate adverse impacts to habitat and other NOAA trust resources.

Reports to HCD the conclusions of reviews and analyses.

Conducts literature reviews to obtain background information.

Collects, compiles, and analyzes data.

Drafts technical reports and reviews.

Conducts and documents site visits.

Enters data and conducts quality control reviews.

Attends meetings, conferences, conference calls and site visits.

Copies documents, compiles records, organizes and maintains filing systems (including electronic filing).

Prepares maps and other geographical displays and analysis as necessary.

Qualifications

The Environmental Specialist must possess:

A Bachelors degree or higher in Biology, Environmental Science, or a closely related field.

At least one year of work experience in the implementation of Federal rule development and environmental impact statements.

Demonstrated understanding of the requirements of the Administrative Procedure Act, National Environmental Policy Act, Marine Mammal Protection Act, Endangered Species Act, and other applicable statutes and policies.

Excellent written and oral communication skills, attention to detail, and organization skills.

Ability to work independently, and to meet appropriate project milestones.
