What You Will DoThe Acquisition Services Management (ASM) Division is looking for an experienced, highly motivated individual to lead the delivery of services within the ASM Supplier Management Group (ASM-SM). The ASM Division provides procurement services to the Laboratory. This position is a Group Manager in the Acquisition Services Management (ASM) Division, reporting directly to the ASM Division Director. The Group Manager’s span of control is approximately ten procurement specialists.This position will collaborate with procurement teams and Laboratory stakeholders to resolve issues related to supplier quality and/or supply. The Supplier Management Group Manager will oversee the teams responsible for the following functions supporting the Laboratory supplier (or subcontractor) base: 1) supplier registration and enablement, 2) supplier qualification and risk monitoring, 3) supplier performance management, 4) supplier development, and 5) supplier help desk. This position will utilize lean concepts and lead the team in continuous improvement.The selected Group Manager will be responsible to:LeadershipParticipate in the development of acquisition strategies for procurements that effectively support the Laboratory and Directorate goals for business and operations excellence and focuses on executing the enduring mission work in a safe, secure and compliant manner.

Work closely with ASM leadership to ensure ASM’s vision and strategy is effectively integrated in the delivery of services to partners.

Lead the respective ASM group in capability and staff development, succession planning, personnel management, and ensuring a safe and secure workplace.

Technical CompetenceOversee the daily activities of supplier management, including maintaining a strong base of suppliers qualified to meet the demands of the Laboratory, while supporting the Lab’s category management strategy through a collaborative, cross functional approach.

Participate in department, divisional, directorate and Laboratory initiatives as required to improve overall efficiency and effectiveness.

Institutional AcumenFoster effective working relationships with suppliers and Laboratory leaders, peers, and partners to ensure the supplier base adequately support the Laboratory’s mission.

Understand the Laboratory’s and partner’s missions in order to best serve the institution with procurement strategies to support Laboratory operations.

Ensure strict adherence to acquisition practices included in Laboratory’s approved procurement system.

What You NeedMinimum Job Requirements:Expert-level understanding of supply chain and supplier management functions.

Comprehensive knowledge of quality regulations, and application of quality assurance principles related to suppliers.

Expert-level understanding of risk management principles and best practices.

Demonstrated experience in leading a team/organization in all aspects of organizational management, capability and staff development, succession planning, personnel management, and performance management.

Excellent interpersonal, communication, and relationship building skills with an ability to prioritize, negotiate, and work with a variety of internal and external constituents.

Demonstrated experience with collaboration across organizational boundaries and the ability to manage customer relationships in a positive manner.

Ability to exercise strong organizational, analytical, problem-solving, and decision-making skills.

Education/Experience: Position typically requires a bachelor’s degree and eight years of related experience; or an equivalent combination of education and experience.Desired Qualifications:Demonstrated experience auditing/evaluating suppliers.

Experience with automated purchasing systems, Ariba strongly preferred.

Recent hands-on experience in federal subcontract/contract management.

Familiarity with business law, finance, accounting and related business subjects.

Trained in process improvement tools (e.g., Lean and Six Sigma principles).

Demonstrated experience leading change in an organization.

Location: This position will be part of the Laboratory’s Telework Pilot and may work from a remote/home location within a two-hour ground commute of the Laboratory. Employee participation in the Telework Pilot may be shortened or extended at the manager’s discretion.
