SOCIAL WORKER - MSW REGULAR/FT EXEMPT - LEVEL 15 SALARY: $34.72/HR GENERAL DEFINITION: The purpose of the position is to provide Social Work intervention based on the ethical codes of National Association of Social Work (NASW) to referred clients and their families including all child welfare cases and Indian Child Welfare Act (ICWA) cases. SUPERVISION RECEIVED: Work is performed under general supervision of the Social Services Director. SUPERVISION EXERCISED: Will be required to supervise front-line staff: Case Management Worker, Child Protective Service Worker, Child/Elder Protective Worker and ICWA Case Worker may also include volunteers and interns. DUTIES: Provide direct service and support in the treatment relationship with clients.
Conducts comprehensive intake assessments of referred clients by analyzing the reports.
Investigates case situations and presents information to the Social Services Director and other members of the Social Services team, Child/Adult Protection team, and the Special Children’s Clinic on the client's family and social background pertinent to their family dynamics and make recommendations for treatment.
Advocate for and develop plans to improve clients’ well-being.
Prepares and maintains accurate documentation through progress notes, client histories, records, reports, and service/case plans according to department policy.
Provides individual counseling, group counseling, assist in developing treatment case plans to individuals with psychological, social, or emotional issues and related problems using established protocols.
Works in close collaboration with physicians and other health care personnel in client evaluation, treatment, and discharge plans, based on the psychosocial assessment and accepted Social Work interventions to further their understanding of significant social and emotional factors underlying each client's health problem and oversee child placement and foster care placement.
Provides positive relations in dealing with clients, families, fellow program employees, referral resources, service agencies, physicians, IHS, and others.
Develop and review service plans in consultation with clients
Perform follow-ups assessing the quantity and quality of services provided.
Confer with clients to discuss treatment plans or progress.
Evaluate the effectiveness of counseling or educational programs.
Evaluate potential problems in home or school.
Oversees quality administration of case management.
Develops and implements relevant documentation and reports relating to the mission of the program.
Manage reports from the Child/Adult investigation, foster care, Child Advocacy, Indian Child Welfare Act, Family Services Program, and case management program which includes court ordered cases.
Develops and generates a monthly, semi-annual, and annual report on case management activities and provide the report to Social Services Director.
Document all contact made with families to ensure adequate record keeping such as; notes, case plans, court orders and reports and court petitions
Utilize Social Work ethical protocols to supervise for clinical and home-service activities.
Contributes to a team effort and assures quality services and timelines of case coordination in accordance with Tribal, Federal, and State Protection Codes.
Participates in planning and quality improvement activities for case management services by interpreting social factors pertinent to the development of the program.
Follows up on all child welfare cases including the ICWA cases to ensure appropriate services are provided.
Coordinate and provide supervision to the case management component of the Social Services Program.
Monitors and conducts performance evaluations of all supervised staff according to personnel policies.
Monitors trainings and certifications of staff to ensure all individual development plans are in place in accordance to related position descriptions.
Develops and revises standard operating procedures for structure and activities under the program.
Conducts and monitor overall quality of services and performance of staff.
Maintains up-to-date professional and technical knowledge of the field.
Acts as resource person for the Program and social services team members.
Provides in-service education and consultation in all child welfare and case management activities.
Attends seminars, continuing education activities (workshops, classes), and conferences to keep abreast of current laws and policies and to maintain licensure.
Reviews professional publications routinely.
Maintains up-to-date knowledge of Medicare, Medicaid, and other third-party reimbursement sources.
Establishes networks and participates in professional societies.
Confers with representatives of contracting agencies and related organizations.
Performs other duties as assigned or necessary.
Performs 24 hour on-call duties.
MINIMUM QUALIFICATIONS
KNOWLEDGE SKILLS AND ABILITIES: Knowledge of applicable federal, tribal, state, county, and local laws, regulations, and requirements pertaining to Social Work. Knowledge and skills of Social Work ethics and theories, principles, practices, and techniques of Social Work field. Knowledge of the Health Insurance Accountability and Portability Act of 1996 (HIPAA), the Diagnostic and Statistical Manual of Mental Disorders (DSM V), and regulations pertaining to Administration on Developmental Disabilities (ADD) in the Developmental Disabilities Assistance and Bill of Rights Act of 2000 and 25 CFR PL 93-638, Safe and Stable Families Act, PL 101-630, and Zuni Children’s Code. Knowledge in records management procedures. Ability to conduct interviews and therapy sessions - individual and group. Skill in analyzing problems, projecting consequences, identifying solutions, and implementing recommendations. Ability to maintain confidentiality. Ability to interact and maintain good working relationships with individuals of varying social and cultural backgrounds. Ability to communicate efficiently and effectively both verbally and in writing. Ability to handle multiple tasks and meet deadlines. Ability to exercise independent judgment. Computer literate with ability to operate various Microsoft Office Suite (Word, Excel, Power Point), Windows 98 or higher, and database software programs. Ability to manage effectively in a team environment. Ability to establish and maintain an effective working relationship with tribal employees and the general public. Must be willing to work in a high stressful environment and high case load.
TRAINING AND EXPERIENCE: Master's Degree in Social Work from an accredited university or college, with four years of experience at the MSW level in Social Work, behavioral health, or a closely related field in a health care setting - two of which must be at a management level. Must have five (5) years experience working on Native American Indian reservations in a social and/or human service setting.
LICENSE AND CERTIFICATES: Must have a valid New Mexico Driver’s License with no DWI/DUI convictions within the past three (3) years. Licensed MSW preferred but not mandatory within the BIA funded agencies in the state of New Mexico; or equivalent licensure/certification honored in state of New Mexico. Driving is an essential part of the duties.
PHYSICAL DEMANDS: Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items, driving an automobile, etc. No special physical demands are required to perform the work. Regular exposure to favorable conditions such as those found in a normal office.
SPECIAL WORKING CONDITIONS: Position is subject to Pre-Employment drug testing. Position is Safety Sensitive and will be subject to random drug screening for duration of employment. Must undergo a thorough background investigation. Must be able to work on call or standby, extended hours, and various work schedules. Position requires long-distance travel to attend treatment team meetings, child placements and/or transports which may cause fatigue. Must have a reliable working phone number.
