Job DescriptionThe New York City Health Department's Division of Disease Control is responsible for the identification, surveillance, treatment, control and prevention of infectious diseases in NYC. The Division is composed of seven bureaus: Bureau of Division Management and Systems Coordination, Bureau of Communicable Disease Control, Bureau of HIV/AIDS, Bureau of Immunization, Bureau of Sexually Transmitted Infections, Bureau of Tuberculosis Control and the Public Health Laboratory.DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

Assisting in drafting and implementing Disease Control administrative policies and procedures.

Monitoring proposed federal, state, and local laws and regulations.

Conducting research to inform comments and position statements on proposed federal, state, and local laws and regulations.

Researching, evaluating, and summarizing infectious disease and other public health policies implemented in other jurisdictions.

Performing research to inform Bureau policy initiatives.

Working collaboratively with policy and programming staff from other Disease Control bureaus on policy initiatives.

Conducting literature reviews and research to assist in the development of the annual Division of Disease Control policy and regulatory agendas.

Conducting literature reviews and research to assist in development and implementation of cross-cutting policy initiatives impacting immigrants, LGBQ and TGNC individuals, and other priority populations.

Researching grant opportunities and drafting grant proposals.

Coordinating with other Health Department offices, including Office of the General Council, Office of External Affairs, and other impacted divisions

Minimum Qual Requirements

For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.Preferred Skills

Knowledge of domestic infectious disease trends, epidemiology, and prevention technologies

Understanding of public health practice; knowledge of health disparities and social determinants of health

Extensive research and writing skills with ability to communicate in different styles and to varied audiences (e.g., memoranda, policies, abstracts, manuscripts, grants, proposals, protocols, presentations, outreach materials, social media)

Excellent communication skills with ability to engage and facilitate cooperation among multiple stakeholders

Project management skills with experience in managing and supervising administrative projects

Ability to prioritize work, meet deadlines, and produce quality results on time with attention to detail

Ability to provide support to junior staff; ability to work independently and as part of a team.
