POSITION SUMMARY:

Director of Finance: Administrate and coordinate all aspects of agency financial matters, including accounts payable and receivable, invoicing and reporting and employee benefits and payroll. The Director of Finance is supervised by the Executive Director and serves as a member of the agency executive leadership team.

PRIMARY RESPONSIBILITIES:

Prepare the agency annual budget projecting income and expenses based on anticipated revenue and expenses. Assist the Executive Director in presenting the agency budget to the Board of Directors for approval and ongoing oversight. Assist Program Directors in creating and understanding individual program budgets and finances.

Ensure compliance with existing agency fiscal control procedures. Identify, and propose solutions to weaknesses within the agency’s approach to fiscal control. Work with the Executive Director to ensure agency compliance with operational guidelines laid out in documents such as the Federal OMB Circular A-122 and other guidance documents, contracts and agreements.

Utilize and improve existing systems to manage organizational cash flow and financial forecasting. Receive and record grant payments and arrange for timely drawdown of grant and contract funding. Monitor deposits to checking and money market accounts for optimal interest earning. Work with the leadership team to develop strategies to strengthen and grow the agency’s financial position.

Routinely analyze agency finances and prepare Earnings & Revenue Reports for the Executive Director, the Board of Directors and Program Directors. Engage in budget forecasting and projections to inform agency and program leadership. Effectively communicate critical financial matters to the Executive Director and Board of Directors. Assist in the development of the Agency Annual Report.

Monitor expenditures for assignment to specific funding sources in compliance with funding restrictions. Track expenditures within agency and individual program budgets.

Prepare and submit financial reports with Federal, State and private funders in accordance with grant agreements and expectations.

Act as agency primary contact for financial services such as banking, payroll services, credit management, audit and other financial services.

Oversee the management of financial records.

Ensure that agency fiscal control policies and accounting practices reflect best practice standards in non-profit finances.

Work with the Director of Philanthropy to accurately record and report on agency fundraising. Offer financial guidance on efforts to develop and maintain a growth-minded strategy toward managing donor resources.

Oversee the maintenance of agency insurances and building & equipment leases. Identify, analyze and propose cost-reduction strategies (workflow efficiencies, vendor accounts, etc.) for agency expenditures.

Assist in the preparation of grant applications and reapplications, formulating and refining budgets and completing required forms.

Coordinate and administrate employee benefits plans including payroll, tangible employee benefits-including but not limited to health care, earned leave time, insurances, etc. Maintain records of payments and eligibility as required. Provide information for employees as needed or requested. File appropriate Wage and Earnings Reports for the agency.

Partner with the Director of Operations to maintain agency personnel files.

Seek and engage in on-going professional development opportunities that support continued learning and performance in the area of finance.

SUPERVISORY DUTIES:

The Director of Finances provides supervision to a 1 FTE Bookkeeper who assists in the performance of duties while maintaining appropriate separation of duties as laid out within the fiscal control manual.

REQUIRED TECHNICAL KNOWLEDGE:

Management of financial practices in compliance with GAAP standards

Familiarity with both cash and accrual-based accounting

Understanding of grants management process

Comfort with financial software systems (the agency currently uses MIP)

Working knowledge of Microsoft Office Suites and Google resources and confidence in an ability to learn and utilize new programs and software solutions.

Minimum of 3 years related experience in finance management

Minimum of 3 years’ experience in non-profit finance management

WORKING ENVIRONMENT

This is a FTE position (37.5 hours per week). The Finance team is comprised of one full-time (100% FTE) Finance Director and the 100% FTE bookkeeper. All Bureau employees attend a morning staff meeting once a month, as well as periodic staff development activities. The Bureau is a fast-paced environment that strives to maintain a relaxed, yet professional atmosphere.
