CCE of Schenectady County is seeking a full time Team Leader responsible for overall leadership and oversight for the Health Schenectady Families (HSF) program, with particular emphasis on staff supervision, professional development, and collaborating with community partners.As part of Healthy Families New York, the Association’s HSF program promotes the well-being of parents, children and families through the use of evidence-based health education and parenting curricula primarily delivered through participant home visits. Positive, persistent and individualized educational outreach is provided to improve healthy family and parenting choices among eligible families and individuals in Schenectady County.The Team Leader works independently and with limited supervision, influencing programs, policies, and decisions for the HSF program and its constituent audiences. Master’s Degree in public health, health education, social work, community health education, or related field and 2 years related experience.

Ability to meet the occasional travel requirements associated with this position. A valid NYS driver's license with the ability to drive and driving record acceptable for Association insurance coverage are required.

Ability to work flexible hours which may include evenings and/or weekends, as appropriate.

Commitment to working in limited income urban settings with diverse program participants in their homes and surrounding communities.

Administrative & Management Skills – Ability to manage and provide oversight to Healthy Families programs. Ability to exercise frequent discretion and independent judgment in managing programs and employees. Ability to oversee budgets, identify and secure funding that supports programs including sponsorships, grant writing, developing public and private partnerships.

Program Skills – Ability to effectively manage, develop, deliver and evaluate related programs. Ability to serve as an effective advisor and consultant to members of the public and governmental constituents in an effort to develop and influence programs and policy. Serve as an effective subject matter resource for program participants, outside organizations, and others. Ability to recruit, engage, and motivate program participants. Maintain program participant data confidentiality. Ability to effectively participate in professional team efforts.

Communication Skills - Ability to effectively communicate verbally and in writing with the pubic, governmental offices, program participants, employees, and others. Ability to relate effectively to co-workers, advisors, community and professional leaders.

Computer Skills - Proficiency or ability to learn and effectively use software including use of the internet, program related software (MIS), and Microsoft Office Suite including Outlook, Word, PowerPoint, Publisher, and Excel.

Preferred Qualifications

Coursework in education and human services highly preferred.

Supervisory experience, providing leadership and guidance to an Extension or similar program.

Familiarity with the community in which the work will take place and ability to utilize program resources within the community.

Position Responsibilities & Essential FunctionsProgram Responsibilities:Program Assessment - 5%

Provide program leadership in the application of HSF subject matter knowledge to identify gaps and trends in the community.

Lead the development of the program needs assessment of the HSF program areas.

Make recommendations for programmatic offerings, enhancements or improvements.

May be involved in multidisciplinary and multi-Association team efforts to assess program.

Maintain direct linkage with NYS Healthy Families agencies for program assessment guidance.

Program Development - 10%

Use a system of ongoing involvement of community and staff members in the program development process which expresses the demographics of the community. This includes participating in monthly Home Visiting Partners Workgroup meetings and quarterly Community Advisory Committee meetings. In addition, attends community meetings with emphasis on programing for limited income diverse families.

Develop Healthy Schenectady Families program to meet changing local issues.

Develop new and innovative educational strategies that utilize proven educational methodologies and that consider the diversity of the community and enhance linkages to Healthy Families NY research.

Develop and effectively communicate parenting and health messaging to target audience.

Maintain direct linkage with NYS Healthy Families agencies for program development guidance.

Program Delivery - 10%

Provide HSF programming to targeted audiences using a variety of delivery methods.

Serve as subject matter expert in discipline to program staff, local agencies and other groups as they are identified. Apply in-depth subject matter knowledge to provide highly complex nonstandard responses.

Lead the application of subject matter knowledge to create lesson plans to deliver educational program.

Occasionally teach the existing educational program as defined. Deliver trainings, including but not limited to presentations, workshops, seminars, conferences, individual consultations, electronic and digital media in support of program delivery.

Teach the innovative educational program with discretion.

Foster acceptance of program, methods and policies to address community and individual needs and consider diverse audiences.

Provide educational program efforts via mass media.

Interact with program participants.

Represent CCE before the public, community leaders, government officials, as part of program delivery and provide engaging and well-prepared presentations.

May be actively involved in multidisciplinary and multi-agency team efforts to deliver program.

Maintain direct linkage with NYS Healthy Families agencies and program units for program delivery guidance.

Evaluate and utilize a variety of proven educational methodologies. Ensure program delivery is within scope of the NYS Healthy Families plan of work.

Program Evaluation - 5%

Lead the application of subject matter knowledge to evaluate Healthy Schenectady Families educational program and make recommendations for improvements.

Maintain direct linkage with Healthy Families NY for program evaluation guidance.

Interpret evaluation data and communicate evaluation results and findings to the constituencies.

Interact with various constituencies to obtain their evaluation of programs.

Administrative Responsibilities:Direction - 20%

Provide overall leadership for planning HSF programs and program efforts including by regularly working with partner and funding agencies on the same.

Develop and/or enhance relationships with appropriate agencies, organizations, industries and community leaders for the Healthy Schenectady Families program. This includes communicating program needs effectively to community leaders and funders.

Management - 35%

Lead the development and implementation of a staff professional development program for Association Healthy Schenectady Families Educators.

Lead the evaluation of staff professional development efforts and make recommendations for improvements.

Assist in the management of a complex budget and ensure that the program operations are conducted within accordance of accepted fiscal practices.

Provide supervision and guidance to program staff, including those performing similar work. Directly supervises three subordinate supervisors. Carries out staff supervisory responsibilities in accordance with the Association’s policies and applicable laws. Responsibilities include interviewing, and hiring staff; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Jointly develop and review progress of assigned staff development plans as needed to increase staff competency. Assures positive, team-based employee relations.

Solve problems and resolve conflicts that arise in the HSF program, utilizing appropriate policies and procedures.

Monitor program to ensure that educational content conforms to research base, policies and objectives of the association and is research-based.

Ensure grant funding requirements are met including by monitoring adherence to Healthy Families America Best Practice Standards and maintain program model fidelity. Helps ensure improved family outcomes across all key Maternal, Infant, Early Childhood Home Visiting (MIECHV) benchmark areas as delineated in the program guidance including collaborating closely with Schenectady County Public Health Services.

Coordination/Operation - 10%

Conduct community outreach to assist in the identification and enrollment of high need eligible participants.

On an occasional basis transports self, also carrying program materials and resources to participant homes and additional community-based settings.

Maintain confidentiality of information regarding all program participants.

Maintain record of participants, complete reports, and accurately collect and prepare paperwork as required for the program evaluation process.

Complete necessary written documentation as required by programs and funders.

Perform routine data collection utilized by the program.

Professional Improvement - 5%

In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.

Collaborate in activities that are in general support of Cornell Cooperative Extension and perform other duties as assigned.

Health and Safety - Applied to all duties and functions.

Support the Association to maintain a safe working environment.

Be familiar with and strive to follow any applicable federal, state, local regulations, Association health and safety policy/procedure/requirement and standard.

Act proactively to prevent accidents/injuries and communicate hazards to supervisors when identified.
