Homeward Bounds Rapid Re-Housing (RRH) Program provides short-term financial assistance for housing and case management support to individuals and families experiencing homelessness in Buncombe County. The programs temporary financial assistance assists with move-in costs and can also provide short-term rental and/or utility assistance. The program offers resources and services that are tailored to the unique needs of the household. This position requires a significant degree of autonomy, as well as the ability to work with a team. The Staff Support position will work with the RRH team to assist with helping veteran clients to increase housing stability. Staff Support will assist case managers with their cases, being available for home visits, move-ins, transports, and all other duties as requested by SSVF staff. The Staff Support will process all homelessness prevention referrals and all at risk of immediate homelessness referrals from partnering agencies, screening referrals for appropriateness. Staff Support will process all literally homeless referrals from the Veterans Administration. The Support Staff supports the office with supply runs, post office runs and other duties as assigned. Lastly, the Support Staff may be responsible for a small caseload of veteran clients that have worked to achieve housing stability and need light-touch case management assistance.

Schedule and compensation: This is a full time, non-exempt position with hourly compensation.

Education/Experience Requirements:

Bachelors of Social Work, related degree or equivalent experience in the field

Experience in homeless services or related field

Responsibilities:

Conduct initial assessment and screening to all SSVF potential homeless prevention clients to determine eligibility.

Utilize diversion skills to help those at risk of homelessness to identify immediate alternate housing arrangements, connecting them with needed resources, and identifying strengths and personal resources.

Will utilize all relevant resources (outside agencies, social support, budget assistance, etc.) to avoid eviction as much as possible.

Assist clients as advocates for benefits, housing needs to include evictions, landlord negotiations and access to community resources.

Assist in development of positive working relationships with other agencies serving those at risk of homelessness.

Gain an understanding and develop competency of the unique needs of veteran clients

Familiarize oneself with the goals and plans of new clients, while assessing any barriers the client may still be working on

Be able to identify client needs and assist veteran clients in connecting to appropriate community resources and activities

Assist clients to achieve goals as outlined in their Housing Stabilization Plan, including individualized mental health and substance abuse goals, life skills and stress management

Provide transportation to clients when it appropriately supports their housing stability

Be an effective mediator and advocate for all housing clients

Maintain contact with all housing clients on a scheduled basis that is appropriate to their particular status and needs

Work closely with clients throughout the program to rapidly strengthen their sustainability in permanent housing

Work with the SSVF team to assist in move-ins, outreach, and obtaining permanent housing

Prepare paperwork in accordance with program guidelines

Process referrals from partnering agencies in a timely manner

Communicate with program staff and other agencies, assessing needs and problem solving in order to best support clients

Schedule regular supply runs and complete all errands related to program needs

Keep documentation organized and up to date, put files together

Attend weekly case management meetings and other specified meetings/trainings as required

Maintain accurate client documentation pertinent to potential residents and/or supportive services

Exercise patience, understanding and concern for each clients health, safety, development and enjoyment of life

Accurately complete job assignments, agency forms and written documents within assigned deadlines

Complete all other duties as assigned

Effectively use HUD tools and ensure compliance with data standards and record-keeping as required by HUD and Homeward Bound

Document all client interaction and maintain accurate paperwork/reports

Perform annual re-certifications and inspections for each client and accurately update files as necessary

Communicate effectively in oral and written forms with clients, their families, their significant others, coworkers, supervisors, other service agencies and the community

Operate proficiently a personal computer, fax machine, printer, and copier
