SummaryThe Health Care Education Specialist develops and evaluates health education programs and activities and assists/consults with clinical content experts to develop, design and pre-test health education resources for veterans and their caregivers.ResponsibilitiesDevelops, implements, evaluates new health education programs and activities in a large integrated medical delivery system. Uses evidence-based health education skills and interventions, and Veteran-centered communication skills. Recognizes and uses organizational points of leverage to promote evidence-based health education. Conducts system-wide needs assessment and includes target population/stakeholder input in planning and implementation. Ability to coordinate a network of clinicians. Identifies metrics which will be used to evaluate the achievement program goals, objectives and accomplishments. Establishes national standards which will be used to judge health education program/project effectiveness, and to plan for national evaluations. Assures compliance with program office and VHA guidance, directives and handbooks, regulations and compatibility with the agency mission and responsibilities. Coordinates: development of target population programs; Veteran-centered health education programs to help Veterans self-monitor and self-manage acute/chronic conditions and, engage in activities which promote health; continuing education programs which enhance VHA clinicians' ability to use evidence-based health education strategies and patient-centered communication skills. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13 or equivalent. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 or equivalent in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning, developing, implementing, promoting and evaluating health education programs, services and projects by promoting activity and providing organizational supports, guidance, direction, and consultation; conducting system-wide needs assessment and including target population/stakeholder input in planning and implementation; identifying metrics which will be used to evaluate the achievement program goals, objectives and accomplishments in a large integrated medical delivery system; establishing national standards used to judge health education program/project effectiveness, and planning for national evaluations.
