Description of WorkThe purpose of the position is to manage the Safety Planning Group of the Traffic Safety Systems Section within the Traffic Safety Unit of the Transportation Mobility and Safety Division. This position oversees all functions provided by the Safety Planning Group and also coordinates with the Highway Safety Improvement Program Group, the Safety Evaluation Group, and the Field Operations Section. This position oversees Group personnel management and ensures delivery of business plans and work plans of the Safety Planning Group.This position is ultimately responsible for the quality, content and consistency of all work products in the Safety Planning Group and will assist in ensuring Departmental compliance with federally and state mandated safety programs and initiatives. The Safety Planning Group Head reports to the Traffic Safety Systems Engineer and the position is centrally based in Garner, NC along with the Highway Safety Improvement Program Group, the Safety Evaluation Group, and the centrally based Field Operations Section.This position is responsible for providing technical leadership, and engineering expertise to administer and develop safety programs, implement initiatives and projects, and provide input for policy development. This position provides technical leadership, engineering expertise and investigative support for Transportation Improvement Program projects. Significant involvement in the project development process is required including attending project meetings, providing necessary safety data to support projects throughout the project development process, and communicating traffic safety findings and practices. This position will be responsible for determining the scope, scale and methods of safety analysis for various types of projects in the project development stages. This position will lead efforts to incorporate safety in the NEPA and NCDOT merger process. This position will be responsible for developing and communicating alternative analyses for proposed projects based on Highway Safety Manual methodologies and software. This position is responsible for working with Planning Organizations to ensure safety is considered during the planning process. This includes being knowledgeable of federal grants such as the Safe Streets and Roads for All (SS4A) and working with Municipalities and Planning Organizations that are developing comprehensive safety action plans through grant awards or other means. This position will lead the Fatal Crash Review Program. This program identifies, analyzes and works with the Field Operations Section within the Traffic Safety Unit to field investigate these locations for potential project development.The position is responsible for acquiring the knowledge necessary to complete and direct complex and comprehensive safety analyses for specific projects or programs. This position will manage customer service requests for safety data that come to the Traffic Safety Unit. These requests come from a variety of stakeholders including the public, private engineering firms, municipalities, law enforcement, and research entities. Effective communication with all stakeholders is essential for this position. This position should be very familiar with NEPA processes, NCDOT project management procedures for Division and centrally managed projects, and a strong awareness of the organizational structure and operations specific to NCDOT. This position will be responsible for managing many long- and short-term projects related to traffic safety initiatives requiring the applicant to have very strong project management and communication skills. The variety of projects and vast amount of research in highway safety require professionals to stay abreast of the advancements in both methodologies and technologies used in analyzing safety projects. This requires a very strong understanding of data analysis and data mining techniques, the use of advanced data collection equipment, use of complex computer software applications and hardware. The applicant will be required to maintain a high level of knowledge concerning research in the fields of traffic safety, traffic engineering, data collection techniques and equipment and data analyses with an emphasis on traffic engineering and safety to complete traffic safety project reviews. The applicant will be a team leader on various NCDOT research projects and National Cooperative Highway Research Program panel projects. This is a professional engineering and technical administration position which is responsible for developing both the technical and management tools used in planning, scheduling, directing, and coordinating the activities of the Safety Planning Group. This position carries out these responsibilities through the independent application of professional techniques and standards to address complex engineering problems and sensitive highway safety issues. The advanced supervisory skills necessary for this position will be used to improve the Safety Planning Group’s expertise, efficiency, and production, while maintaining the high engineering standards required by the Department of Transportation. These responsibilities apply not only across the NCDOT, Division and Transportation Mobility and Safety Division but also many Federal, State and local government agencies, the University system, and public and private organizations. This position will be responsible for managing and directing the most complex, comprehensive and often controversial analyses of safety projects and programs.The advanced skills the applicant will acquire in this position will be used to improve the Safety Planning Group’s expertise, efficiency, and production. The variety and complexity of the projects require an advanced understanding of the location, design and operation of transportation facilities; the Department’s policies and procedures; the NEPA planning process; general statutes and federal regulations as they pertain to the operation of transportation facilities; and the engineering and mathematical methods used to analyze such projects. The scope of the work requires this position to conduct complex calculations using data collected from engineering investigations, relational databases and the North Carolina Traffic Records System. Some written guidelines are available, however, the diversity in locations and operating conditions require identifying the gaps in the written guidelines and the ability to determine and evaluate alternative solutions to problems and recommend course of action based on sound engineering judgment. This position is responsible for becoming familiar with and effectively interpreting and applying: the Highway Safety Manual, Manual on Uniform Traffic Control Devices, Crash Modification Clearinghouse, ITE Traffic Engineering Handbook, AASHTO Green Book, Traffic Engineering Accident Analysis System (TEAAS), and North Carolina and Federal codes, regulations and statutes. Strong communication (oral/written/presentation) and public service skills (listening and understanding other perspectives) are required to effectively interact with a full range of customers and partners (elected officials, executive leadership, citizens, etc.).
