Job SummaryThe Director of Tax Equalization is an appointed position responsible for the overall planning, operation and supervision of the Morton County Tax Equalization Office. The function of the Tax Equalization Office is to ensure that all real property within the County receives a uniform assessment, appraise all taxable property at a fair and equitable value, and to administer the tax laws of North Dakota pertaining to property taxes.Responsibilities and Duties

Lead, support and encourage a department of three Team Members to accomplish the objectivess of the Tax Equalization Office;

Align communication, behavior and action of self and staff against the principles outlined in our Core Values;

Develop a culture of servant leadership within the Office of Tax Equalization;

Communicate with and respectfully serve the needs of our Team, stakeholder, business and constituent population;

Discovers, lists and values all real property within Morton County;

Directs and oversees the fair implementation and administration of County tax policy;

Conducts and/or oversees appraisal and assessment work of all agricultural, commercial, and residential properties and mobile homes within the County for taxation purposes;

Monitors reporting and planning to ensure compliance with applicable tax statutes;

Performs technical, administrative and supervisor work for the Building Permit Program within compliance of MCLUC, State Building Code, and IBC regulations;

Develops and recommends new policies and procedures for complying with applicable laws;

Prepares annual budget and work planning schedules, directs investigations, supervises the preparation and calculation of the assessment roll, analyzes market income and construction data to determine annual assessment of real property within the County.

Qualifications and SkillsAlthough this is a technical position, we are not requiring prior experience in tax equalization. We are taking a more unique approach in filling this position. We are hiring for an individual who has the ability to take our Core Values to heart and lead with those values in mind. Preferably, we are searching for candidates who have a degree in business administration, economics, accounting, mathematics, statistics or related field, and five (5) years of progressively experience in leading and managing a team of professionals. We have an initial interest in candidates who possess a background in home contracting, construction, a broad knowledge of real estate, familiarity of deeds and legal descriptions and/or a background that would compliment a position that is heavily numbers driven.The successful candidate must hold/or have the ability to obtain, a valid State of North Dakota Class I Assessor Certification within two years of employment. This position also requires: a valid driver's license and proficiency in the Microsoft Office. It is preferred that successful applicants have experience, familiarity or exposure in ArcView GIS and Computer Aided Mass Appraisal System (CAMA).Benefits and Perks
