The Procurement and Materials Manager will provide leadership of Supply Chain Management activities for the Aircraft and Wheel (AWB) Division to include materials planning; scheduling; inventory control; cash flow management; information flow and coordination and asset management. The Manager has direct reports and will work with suppliers, business unit managers, purchasing, production planners, I/T and other appropriate resources to strategically plan and coordinate the flow of materials and information from customers through procurement to delivery. Lastly, the Procurement & Materials Manager will provide direct leadership and/or management of Purchasing and Supplier Quality functions for AWB.ESSENTIAL FUNCTIONS:

Lead, manage and drive the purchasing and sourcing strategies for the division.

Support Production Planning's manufacturing resource-planning activities.

Monitor shipping/receiving performance and investigates discrepancies to resolve/eliminate process deficiencies.

Utilize corporate developed tracking systems such as PHconnect, PFEP (plan for every part), and S& OP (sales and operations)- Accountable for location(s) materials metrics and Standards of Performance.

Define and implement automated systems to plan and track material flow from customers through procurement to delivery to support a supply chain management strategy.

Ensure all the location(s) material management policies are consistent with the inventory control objectives of the Corporation.

Support and facilitate SIOP.

Work closely with divisional materials personnel to maintain continuity with purchasing and supplier management processes.

Facilitate corporate purchasing and materials initiatives including common part numbers, supplier managed inventory, consolidated purchasing agreements, supplier reduction and supplier quality certifications.

Advise on supplier-managed inventory or supplier-based contracts with customers.

Support internal or external audit requirements relative to the planning, procurement or inventory control functions.

Ensure purchases and capital expenditures are consistent with Division strategies and within department budgets.

Effectively create and sustain procurement to delivery material and system cost reduction programs.

Define project scopes, mitigate risk and identify saving opportunities for both direct and indirect supplier spend.

Support procurement new product development.

a. Implement policies and metrics to ensure the best combination of cost, quality and delivery.

b. Drive lean enterprise systems throughout the procurement process.

c. Manage the activities of the division’s purchase of raw materials, suppliers, equipment or services.

Determine and manage demand and supplier capacity.

a. Build strong relationships with key suppliers.

Make/buy modeling, identify plans, and implement continuous improvement opportunities within the supply chain.

Ensure purchases and capital expenditures are consistent with Division strategies and within department budgets.

Provide professional development for all Supply Chain team members. Explain and support company policies and procedures.

Benchmark world class supplier management systems and implement best practices as appropriate.

Facilitate Kanban, materials requirement planning technique, throughout division.

Qualifications

B.A./B.S. degree in a related technical or business discipline or equivalent.

Professional level experience of six or more years and demonstrated ability to perform the described role and responsibilities and obtain the desired results.

Certification or a professional designation in a specialty area (e.g. APICS) preferred.

Proven competency in a team leader role for two or more years, and/or demonstrated leadership of major projects or programs in a team environment.

Thorough knowledge of products, manufacturing processes and technology, information systems, and/or specialty areas, and general business practices.

Demonstrated teamwork and team building skills in producing results and meeting organizational objectives.

Capable of assessing and developing individual and team skills and capabilities.

Ability to create and maintain enthusiasm for new and challenging goals.

Serve as a role model by promoting new ideas and positive change.

Experience in military contracts and FAR requirements is preferred.
