Job Description

Hours: Full-Time, Core Business Hours: Monday-Sunday 8:00AM-4:00PM (varies)

On call evenings and weekends as needed, on call after hours rotation

Salary: $52,000-$60,000

Summary:

Provides leadership and direction for the overall operation of the Animal Control Department. Ensures compliance with all Ohio Revised Code (ORC), federal, state, and county laws. Identifies areas for improvement and recommends changes to the Board of Commissioners.

Duties

:

· Demonstrates regular and predictable attendance.

· Promotes and maintains positive and effective working relationships and promotes good public relationships as a representative of Licking County Government.

· Ensures assignments are complete, provides training and evaluates employee performance; receives and resolves employee issues according to established guidelines; approves timesheets and leave requests; issues corrective action as necessary. Interviews and hires candidates for employment. Actively involved in employee and/or labor relations. Ensures employees within the Animal Control Department comply with all laws.

· Patrols County and enforces statutes governing licensing and the regulation of dogs; investigates calls and complaints regarding, dogs running at large, dog bites, animal livestock kills, stray, hostile, injured, or sick dogs; seizes and impounds dogs (e.g., lifts, loads, transports, and unloads dogs, etc.).

· Develops, administers, and monitors internal policies and procedures.

· Oversees proper housing and daily care of dogs in the shelter.

· Determines impound times, euthanasia and disposal of dogs per the ORC.

· Coordinates and oversees spay & neuter program, policy compliance of animal rescue programs and Volunteer/Community Service personnel program.

· Responsible for maintaining accurate, detailed department records to include pet adoptions, licenses, vaccinations, equipment inventory, etc.; Prepares a variety of reports (e.g., statistics, progress, budget, etc.)

· Monitors mileage and maintenance on all vehicles.

· Ensures reconciliation of license sales, adoptions, etc., against receipts and logs; prepares and makes daily cash deposits with Auditor’s/Treasurer’s Office on regular basis; audits daily cash receipts (pay-ins) on a weekly/monthly basis.

· Issues citations and files criminal complaints for violations of the ORC; Prepares documents and statements of charges to present in a court of law, appear and testify in a court of law.

· Prepares and monitors budget and all fiscal expenditures (accounts receivable, accounts payable, inventory, payroll, travel expense, purchasing, etc); Coordinates grant applications to seek funding for animal protection and canine/animal education, sheltering and control.

· Handles public relations to include media inquiries and education. Resolves public complaints or complaints from Government Officials as necessary.

· Communicates with County Commissioners, Health Department, and Local Police/Sheriff’s Office as necessary.

· Meets all job safety requirements and all applicable PERRP safety standards that pertain to the essential functions of the position and all agency safety procedures.

· Remains informed of current developments and procedures pertinent to duties; may be required to attend seminars/training.

Qualifications

Minimum Qualifications:

Associates degree (A.A.) from two-year college or technical school; and three (3) to five (5) years related experience and/or training; a minimum of two (2) years supervisory experience; or equivalent combination of education and experience.

Additional Qualifications (Agency/Dept. Qualifications):

Ability to effectively interact with volunteers, skilled at handling dogs, understands euthanasia, H.B.14, Dog Bite Mandates, Valid Ohio Driver’s license; Oath of Office to serve as a Dog Warden; OC Chemical Agent Certification; Defensive Tactics Basics Certification, Taser Certification. (obtained within 12 months after hire or job placement.)
